I'm aware that a solution exists to an unrelated question, but the issue is "why the **** is there no good way to template a 'it wears off one thing at a time' effect?"
I mean, seriously, there are good flavor reasons for things to wear off that way... but there is not a good way to word it, and that's a pain in the goat impact.
just remove all of the counters immediately when the goatshaper leaves the battlefield. don't goon this up for no reason.

The idea is to reduce extraneous triggers from multiples as well as the memory issues that multiple Cyclopean Tombs have (they can't remove mire counters from other Cyclopean Tombs).
Unfortunately, that means clunk city and implementing named emblems, I think. Basically, there's no good way to template effects that gradually wear off.

At the beginning of your upkeep, put a caprid counter on target non-Goat creature. As long as it has a caprid counter on it, it's a 0/1 Goat with no abilities.
When you control no creatures named Goatshaper, if you don't have an emblem named Reversion, you get an emblem named Reversion with "At the beginning of your upkeep, remove all caprid counters from a creature that a caprid counter was put onto with a creature named Goatshaper but that a caprid counter has not been removed from with Reversion."

Templating derived from Cyclopean Tomb; this obviously requires a rules change to allow for emblems to have names, since they can't currently; and I'll explain more later.

Also, I'm aware that I judge faster (and with less included content) than most people, but it's been like an hour and a half, and I'm not sure if I should link Judge is Judge for amusement purposes or propose a "while he's judging, enjoy this interim challenge" challenge while we're waiting.
On the writing front: I seem to have reached the part of the boring introduction that's almost physically painful to write. I'm going to have to force myself to write this anyway, though.
