With 4x J.Familiar + 4x M.Wanderer (and only 22x artifacts) it is closer to a D&T deck imho.
Might as well run "W/U D&T" with A.Vial over E.Sculptor and Thalia over L.Golem and PtE for removal.
I don't really think that Sage of Epityr is a playable card, it just doesn't do anything that is worth a card slot (like Index that nobody plays),
even Augury Owl is better. Glint-Nest Crane would be much better (or even Serum Visions).
It is probably possible to play Blood Moon in this deck's SB with lands like Glimmervoid/Spire of Industry like "Affinity" does.
I'm not sure if it is worth it though.
One concern I have with this deck is how to best handle hyper-aggro or tribal strats; decks that play a bunch of creatures quickly and can swarm the board. Notably: Elves, Merfolk, Affinity, Zoo, BW Tokens. Typically these matchups can be favorable if we have a reasonable draw + access to Walking Ballista. Otherwise, they can be difficult. Also decks like Eldrazi Tron and normal Tron are pains to deal with. Not sure how to best increase our winrate against these.
Silent Arbiter maybe ? Ætherize is rather situational but might be worth trying as well.
I know, but as a turn 2 play (when you have 1 creature at best on board) it can be better at ramping.
Also, as I mentioned earlier Chief isn't good in multiples.
Can he be an alternative to Chief Engineer in this deck ?
(I don't want to cut Etherium Sculptor as it is an artifact creature)
Since Chief Engineer is pretty useless in multiples maybe a 2/2 split can be good.
#Glint-Nest Crane also seems like a good option for this deck as a card-selection option on a flying creature (even some Affinity decks play it).
It can be a answer of sorts to sweepers and get throuh a board stall on the ground.
Has everyone moved away from Scrap Trawler in the SB for removal-heavy matchups ?
But I wouldn't bother dedicating SB slot to this obscure match-up.

For removal Dismember seems like the best option in Mono-Blue, can be good with some lifegain to balance it out
(Wurmcoil Engine, Vault Skirge, Aethersphere Harvester).
Maybe Vapor Snag is a good option as well.
I'm not sure if it is worth it though.
Fountain seems like a really slow version of (blue) Blood Moon.
Also, this isn't exactly a Zoo type aggro deck and more in line with tribal synergy-reliant decks like Elves or Merfolk.

Running Vault Skirge as the 1-drop can also be good for the lifelink especially when pumped with Master of Etherium/Signal Pest or Cranial Plating
