In general I think people play Merfolk because it's cheaper, more resilient to Wasteland, slightly better against combo due to Cursecatcher, draws cards with Silvergill Adept and punishes any deck playing blue with unblockable creatures. Both Merfolk or Slivers generally run Force of Will and Daze in some number, budget versions may run Spell Pierce of Counterspell.
Slivers does give you access to better removal (StP), green and white sideboard cards (Krosan Grip, Rest in Peace, Ethersworm Cannonist, Meddling Mage), and one could certainly run a more aggro COTV version the same as with Merfolk. Probably though if you're going to spring for Tundras and Tropical Islands, there might be more interesting decks to play that wouldn't feel just like playing Merfolk.
