More likely the latter. Madness is our main spell mechanic this time, with Investigate playing a role similar to Scry as a potential rider for both creature and noncreature spells.
On that note, I'm guessing we'll get some kind of blue common creature with an ETB-triggered investigate ability a la Omenspeaker.

Jace is going there because it's his only lead to find Sorin. He'll likely try to get Liliana's help because he did before BfZ, and she wanted help from him (so a favor could be owed), since she is the person he'd use as a guide on Innistrad.
Stop trying to will Lily into SOI, it's not going to happen. There is no logical reason for her to be there, but plenty of reasons for her not to be there.
I just gave a logical reason. Ugin told Jace to find Sorin and Nissa, and if Jace wants a guide he'd use Liliana, who wants a favor from him so may be willing to do him a favor, especially since he's an illusion mage so could easily change how she looks. Also, as someone who made a pact with four separate demons to try to get the better of them, I highly doubt she'd care about a few extra bodies on the pile if need be.
You are grasping at straws man, there is no way in Tartarus that Lily would put herself at risk for someone who is not Lily. I understand that people want to give her noble traits and make her a hero, but the fact of the matter is, she is a villain, she has always been a villain, and she will always be a villain. Lily looks out for one person, and one person only, herself.
I don't see anyone trying to "make her a hero", Sanguivore is trying to justify her appearing in SOI as an act of self interest on her part. Her offering Jace some help in tracking down Sorin in exchange for his helping her with her problems like she wanted him to before would be completely in character for her.
However, if Liliana is indeed set to be the central protagonist of an upcoming block, she won't get a card in the SOI block even if she does play a role, she'll get her card in the subsequent block like what happened with Jace and the BFZ and SOI blocks.

I think both the Shadows over Innistrad = Shadow over Innsmouth and the Demon art connections are very weak indeed.
The name reference is not very particular, the term "shadow over" to associate some kind of lurking danger is much older than Lovecrafts works. If you goolge "shadow over" you will find numerable fantasies using this term within the first few pages, none of them actually having much to do with Lavecraft.
The demon art isn't telling much either. First off, it's the Duel Decks art, which has always been different to the one printed in the following set, so I could use your argument against it, that Wizards put it on the DD card because it was too alien for the actual Innistrad block. Anyways, I can't see the resemblance to Emrakul (or her influences), neither in art nor in mechanics.
Promo art is still indicative of something on the plane. Why make art that looks so alien in the first place?
We don't know for sure what kind of mechanic Emrakul would get, though my suspiscion is that it would be something similar to Bestow but with the flavor of Eldrazi mutation/possession a la Dominator Drone. At any rate, not all of Ulamog's cards used Ingest, and not all of Kozilek's used colorless mana costs.
As for the artistic connection, again I point to the curious red, blue, and purple bands on the creature's body, not to mention its quadratic face-jaws. The bands have this insectile look to them reminiscent of the Eldrazi's pointier bits, and the color scheme is commonly seen on many Eldrazi. The fact it mills you has a "madness" flavor to it as indicated by the name.
I did say "most". Do any of those look anywhere near as alien as Mindbreaker? Judging by the fact those four don't have flying, I'm guessing they're lesser Demons who serve the big nasties.

Remember that the Eldrazi aren't supposed to be entirely Lovecraftian, they're also part Galactus. They're world-eating and reality-warping monstrosities.
As for why I think there might be Eldrazi presence on Innistrad, again I point to Mindbreaker Demon. Compare it to all the other Demons of Innistrad. Most of them have a fairly traditional "horned man with bat wings" look. But Mindbreaker Demon? It looks like an alien monstrosity, and Emrakul was mentioned to be capable of warping lifeforms. The colored marks on its body have shapes simialr to what one might find on the Eldrazi, and the blue-purple-red color scheme is also commonly associated with Eldrazi.
The only thing that is consistent about demons is that they aren't. Although several of the previous Demons from the plane have appeared as you said, several of them have not. Harvester of Souls, Renegade Demon, Soulcage Fiend and Treacherous Pit-Dweller specifically stand out.

To represent the Day/Night cycle for DFCs this time around, I'd figured they could make use of the starting player's upkeep to transform all DFCs uniformly.
"At the beginning of the starting player's upkeep, transform all Human Werewolves."
"Werewolves enter the battlefield transformed."
"At the beginning of the starting player's upkeep, transform all non-Human Werewolves."
Perhaps we'll see a new take on Prowl that captures the predatory nature of Innistrad's monsters? It could make use of a subtype variable similar to typecycling that allows the mechanic to function on noncreature cards without relying on the now-defunct Tribal supertype. It depends on how much they want to push the tribal theme of course.

Perhaps the monsters of Innistrad are all changing into more horrible forms, possibly as a result of Emrakul's lifeform-warping abilities? Maybe we end up seeing Werewolves with multiple mouths, or Vampires with bloodsucking tendrils.
I've pondered the prospect of enemy-color tribes in Innistrad before, and GU Merfolk could fit under one or two conditions:
1) Some Merfolk are made out to be the results of alchemist experiments a la Ludevic's Experiment, basically being Mutants.
2) Merfolk have been living within Innistrad's sea this whole time, but for rather obvious reasons have not bothered to breach the surface in a long time.
Between the two, 1) seems like the more plausible explanation as there are fish on Innistrad and presumably weirdos insane enough to combine their genetic properties with those of human subjects. That said, GU Mutants could work just as well, and encompass other tribes such as Human and Werewolf.

There's definitely something Eldrazi-esque about those markings on the demon. Come to think of it, Emrakul was known for warping creatures, and this nasty fiend has the look of "mindbreaking horror". Emrakul might very well be on Innistrad right now.
The only "markings" I see on the demon look more like metal bands to me, and they definitely don't look like anything that has anything to do with the Eldrazi.
The blue, red, and purple color scheme is commonly associated with Eldrazi. The purple marks on the demon's torso resemble insect legs, which certain Eldrazi are known to possess. Ulamog has also been depicted with thorns or spines sticking out of his tentacles. And just look at that demon's face! It's split vertically as well as horizontally, giving it a more "alien horror" kind of look.

The Werewolves weren't all turned into Wolfir. The cursemute only affected the Werewolves who were willing to accept it. I.E. The Werewolves who thought their lycanthropy was a curse and hated being Werewolves. We know for a fact, especially through card flavor texts, that there are plenty of Werewolves who actually liked being Werewolves. Those are the Werewolves we'll see in Shadows Over Innistrad. Cards like Kruin Outlaw, Ulvenwald Mystics and Mondronen Shaman illustrate many Werewolves who wouldn't have accepted the cursemute. Heck, Mondronen Shaman alludes to a whole pack of such Werewolves.
I'm fully expecting Tovolar, the Mondronen Alpha, as a legend this time. Along with a GW Human Mythic or two plus an uncommon captain. I look forward to seeing the ten gold uncommons that have become standard for set design.
I don't see any reason why Cavern of Souls can't be reprinted. It's a very iconic card from the set, and unlike Liliana or Snapcaster, I can't see an argument for it being "too strong for standard." It's limited mana fixing because you can only run 4, helps converge and allies strategies, and best of all for current WOTC, it hoses control. Seems like the perfect storm.

Speaking of Nightmares, I wonder if Ashiok will make an appearance in SOI? Or would the Gothic Horror setting mean Ashiok's nightmares would blend in too much to be any more effective than the usual monster? Ashiok seems to lean more towards surreal horror anyhow.

I'd be happy with a cycle of DFC allied duals, though I could see wisdom in making the transformations voluntary rather than triggered. I'd figured they'd have worked on a day/night mechanic tied to lands, like "At the beginning of your end step, if a land didn't enter the battlefield under your control this turn, transform ~". But a one-time transform works too; you start with a regular ETBT dual which transforms into, say, a Dual that produces CD instead of C or D when you meet the proper condition. Perhaps if you control a creature of the appropriate type?

As for why I think there might be Eldrazi presence on Innistrad, again I point to Mindbreaker Demon. Compare it to all the other Demons of Innistrad. Most of them have a fairly traditional "horned man with bat wings" look. But Mindbreaker Demon? It looks like an alien monstrosity, and Emrakul was mentioned to be capable of warping lifeforms. The colored marks on its body have shapes simialr to what one might find on the Eldrazi, and the blue-purple-red color scheme is also commonly associated with Eldrazi.

Perhaps we'll see a new take on Prowl that captures the predatory nature of Innistrad's monsters? It could make use of a subtype variable similar to typecycling that allows the mechanic to function on noncreature cards without relying on the now-defunct Tribal supertype. It depends on how much they want to push the tribal theme of course.

I've pondered the prospect of enemy-color tribes in Innistrad before, and GU Merfolk could fit under one or two conditions:
1) Some Merfolk are made out to be the results of alchemist experiments a la Ludevic's Experiment, basically being Mutants.
2) Merfolk have been living within Innistrad's sea this whole time, but for rather obvious reasons have not bothered to breach the surface in a long time.
Between the two, 1) seems like the more plausible explanation as there are fish on Innistrad and presumably weirdos insane enough to combine their genetic properties with those of human subjects. That said, GU Mutants could work just as well, and encompass other tribes such as Human and Werewolf.

The blue, red, and purple color scheme is commonly associated with Eldrazi. The purple marks on the demon's torso resemble insect legs, which certain Eldrazi are known to possess. Ulamog has also been depicted with thorns or spines sticking out of his tentacles. And just look at that demon's face! It's split vertically as well as horizontally, giving it a more "alien horror" kind of look.

I'm fully expecting Tovolar, the Mondronen Alpha, as a legend this time. Along with a GW Human Mythic or two plus an uncommon captain. I look forward to seeing the ten gold uncommons that have become standard for set design.
In a format with Eldrazi like Void Winnower and Ulamog, the Ceaseless Hunger, on top of Conduit of Ruin, Herald of Kozilek, Kozilek's Channeler, and all the Scion token cards? Oh, funk no. Though I will say that Modern Eldrazi seems like it could become a thing.
