My question is why would you ever stick an on color effect on this? It should really only be a nonblue spell. Brainstorm ponder should never be on this card, timewalk sure, but that's the only one I can think of.
Might be an effect that doesn't really fit with your deck, an effect you already have too many of, or an effect that's too expensive for your curve. Some blue decks aren't well set up to cast Dig Through Time, for instance, yet played on this card it's completely broken. Also, the Upheaval synergy is probably too good to pass up.
That being said, you generally don't want to be cutting playable spells to exile under this unless you have a major incentive to.
It's nice to do when you've only got 4 people, as is common in my playgroups. Draft is still the preferred, but it's fun to see all the pieces fit together in a different way than getting the same archetypes handed to you on a silver platter.
This card really shines in cube. The option to splash completely off-colored stuff is just nuts.
However, I don't see the point in adding any otherwise unplayable or extremely borderline stuff to the cube just for this. There are already more than enough useful cards in everyone's lists.
I think that's a testament to the power level of the card; you could just be casting a Doom Blade or Divination and you'd already have a strong cube card. With access to what cubes already play, it's a P1P1. With a little bit of building around, it might be the most powerful thing you can do in the format.
Seasons Past is a great idea. I'm searching Gatherer for 7+ mana targets. Some really interesting stuff, mostly unplayable otherwise. But things that seem interesting: Boom // Bust, In Garruk's Wake, Part the Waterveil. Also this makes me want to play Gush.
I'll find room for this and also Cruel Ultimatum, which I've always wanted to run. This puts me over the edge.
What other busted spells that have been on the outside of most cubes does this make a little more plausible? None of the other Ultimatums look good. Obviously Upheaval and Geddon are great here, but what other things would be busted?
I just realised it's enters the battlefield and you copy the exiled spell (not cast the spell itself), could get pretty nuts with blink effects and a big value spell.
I'm very excited, especially for when I get to draft some nutty off colour spell.
Does it get round timing restrictions? It would be fun to blink him on my opponents turn to get some big sorcery on their turn or instant speed reanimation during combat.
More combos are occurring to me left and right. Draft this with Ghostly Flicker for infinite mana, untaps, and ETB effects. If you don't want to go so deep, any blink instant/sorcery and Purphoros is also a kill.
Hero's Downfall? You're thinking too small. What about Upheaval? Armageddon? You can cack those cards even if you're not in those color combinations. This card is completely busted.
Edit: Heck, let's put Cruel Ultimatum back into our cubes while we're at it. This card's like the new Tinker.

Other ideas: Crush of Tentacles, Mind's Desire, Time Spiral, and Tooth and Nail.

How does Seasons Past sound? Build the greatest Eternal Witness the world has ever seen. There's also Praetor's Grasp if you want to get a little more greedy.
