Maybe. It's nice to have the 6cc mode in case you flood out, even though the card's playable on 2 mana. Kinda like the graveyard activation on Earthshaker Khenra.
This seems comparable to Declaration in Stone to me. DIS is better at removing tokens, and giving up a clue is probably less of a drawbback than giving up a free land is. BUT, the 6cc mode on Winds of Abandon is pretty insane, and I could see it being the more powerful overall card because of the Overload mode. I'll probably test this card since I play Declaration now, and I think the baseline is close enough to warrant some extended testing.
