Possibly dumb question because Stifle effects are not a thing you really see in Modern. If a walker has exactly enough loyalty to ultimate and they attempt it, you can counter it with this and paying the loyalty is a cost before the fact so the walker still dies?
That walker was already in the graveyard before any player even got priority to cast a spell like this. What happens to the ability on the stack doesn't change that the walker is already long gone.
I think this has plenty of Modern applications as well. I play Temur Monkey Grow, so I'm biased, since I know outside of UW Control, most other decks with blue won't need this. But it counters Phoenix triggers, Thing in the Ice flipping triggers, counters Jaces, Teferis, Lilianas, there are a few legendary creatures running around - Kalitas, Thalia... I think this will certainly see some play.
Fetches... mind you, at 2 cost they likely slip their first fetch under the bar, unlike Stifle.
