Not a bad commander card. It is situationally more useful than a normal Wrath. It can be a good bargaining/bribing tool.
I was playing in an Oathbreaker game recently that went really long. I had Mirari's Wake and Doubling Season out, then used Finale of Glory to summon 30 Angels but... I had to pass the turn as I did not have a haste enabler. If someone cast this card against me, they would have milled me out.
You only draw one
I seriously don’t understand what’s so bad about group hug yes it gives a draw but rids the board
The percentage is really really low of drawing the exact card you need for whatever situation is in play
Should be obvious that it's the drawback, because of obvious stated reasons (that white likes small creatures) and that it rewards other players. That's the drawback for your 4cmc wrath.
Atleast it’s nots draw per creature that’s 4 power or greater
note that i did not say terrible. its a forgettable 4 drop wrath. it'll see play in standard, it'll get you there in limited, and it'll never appear anywhere else unless someone couldn't find their wrath of god or austere command in edh.
its forgettably average, despite the draw a card part because a lot of the time it'll benefit your opponent too.
Why is it there users that never known about commander

I haven’t seen a 4CMC or less mono colored wrath in a while in standard enviroment
