Pretty sure returning the spell to your hand means it doesn't resolve. Just like playing Unsubstantiate against an opponent's spell. Here's the ruling:I wouldn't call that all upside. I'd call that annoying and disruptive, especially with higher mana spells that you may not be able to afford casting multiple times a turn.
Storm/Replicate and the like give you the triggers regardless of what happens to the original spell.
You get the storm count no matter what happens.
And its basically a 50/50 to get double or return it to try again.
The trick is to have "free" spells, or rituals that make a profit even if you have to cast it 2+ times.
With big spells its really all or nothing in some way, but for very cheap spells, this doubles them much more easily even if you are not lucky all the time (as most rituals make a profit, even if they fail 1 time and copy the 2nd time).
It returns the spell to your hand, instead of "countering" it.
So if you can get a profit of a spell regardless of the flips outcome, its all upside (like storm, replicate, any other "copy" ability on spells).
Sadly doesnt work with flashback returning it to your hand (it will always be exiled if flashbacked and similar mechanics).

Can totally see some Partner commanders to rock the floor with this guy, can get ugly quite fast if you double up on some Rituals (as you can just play them again if they get back to your hand).
Say Dark Ritual , if you fail 2 times and the 3rd is an success, you get 6 black mana out of it, for the cost of 1 card and 3 mana.
If you succeed right away, the ramping is quite unreal.
Also works really well with Phyrexian mana free spells, especially Noxious Revival, as you can just cast it again if you fail, and if you succeed, you get 2 copies putting stuff back (like a Manamorphose, which almost goes infinite with Revival putting it back on top and looping for mana and cards).
I expect this to be a REAL card for decks that can take advantage of this regardless of the randomness.
