I think brawl could work in extended (3-4 years of cards) but non-rotating defeats the purpose I think. You do get to avoid really broken stuff like sol ring, but in the long run I think different staples will emerge. And while it might be better than commander in some sense, I don't think the effort to change will be worth it since I think they'll feel pretty similar, at least for non-cEDH metas.
