There are tons of vintage builds that can pull turn 1 wins, but the use cards like the power nine to do it. There's you problem. It's really, really hard to build a budget deck that wins fast because some of the most valuable cards in magic are necessary to build it.
That said, ravager affinity with disciple of the vault and skullclamp can probably get turn 2-3 wins pretty consistently. Still not a super cheap deck, but waay cheaper than moxen.
I believe FlashHulk can deliver a turn ZERO win. I did a cursory search of the forum but couldn't find a decklist. I'll bet a google search could pull it up.
Imo, hulk flash is not nearly reliable enough to warrant consideration (per the OP's criteria). You need a god hand or something right?
Ichorid has many more ways to make it happen, even excluding Serum Powder although that card is a big part of it. edit: And/but yeah, we're also assuming not facing a deck w/tons of GY hate in it.
Yeah, Flash on the draw off of Gemstone Caverns and an Elvish Spirit Guide can get you a turn zero win, but you'd have to have the perfect hand and assume you can fight off disruption.
Some sliver-Flash lists from a couple years ago can be found here. For the turn-zero win, just work in some Gemstone Caverns if you really want to. I remember playing in tourneys from this time, you could tell who was playing Flash b/c they'd be done with their matches even before some players had finished mulligan decisions. With the broken package of tutors and free counterspells, not to mention the digging power of 4x Brainstorm at the time, it was a pretty consistent fast victory. Lots of disgusted looks at turn 1 Flash off of fast mana with Pact and FoW backup.
Painter's Servant + Grindstone can do it, easily at that. Though, playing around rampant hate (like Krosan Grip and Qasali Pridemage) usually makes it take until around turn 4 or 5.
Ancient Tomb/City of Traitors/Dark Ritual, Lim-Dul's Vault, Brainstorm, Ponder and Trinket Mage are really all you need in order to effectively pull the combo out, hate free, by turn 3-4 well more than 30% of the time (assuming four copies of each of the combo cards). Hell, there's an 8%~ of playing this all out turn 1 if through no hate.
Obviously, though, hate happens. <_<; Though, for hate, you can always go ask Dredge how it's doing. Lol. It's definitely way faster, but just as easily hated.
The fastest self mill I have ever seen used Demonic Consultation and Laboratory Maniac on the field and they named Black lotus, not having it they insta-milled to no cards and won by playing a draw 1 card on the 3rd turn. I lost in 3 turns to a BGU deck because they had elvish mystic for extra mana.

Turn three is awfully slow for a self mill deck (especially one with access to demonic consultation). Oops all spells is a self mill deck with about a 40% chance of getting a turn 1 win.
Honestly, turn 2-3 wins are very possible by even non-combo aggro decks. Look into affinity, and kudoltha rebirth builds.
Consistent speed is important, I don't want to mulligan to 4 cards to see a fast game.
I don't care about color or tactics, let's just make it fast.
Oh and make it reasonable, even I can make a deck with 4x lotus 20x mox and 4x fireball.
