- I second adding back the fourth Tanglewire. It is vital to have a reasonable chance to draw into one early against agro.
- Fabricate is a solid 4-off if one really needs to get that one artifact - what here simply isn't the case. Thus I vote to reduce it by one (two would've been enough, alas I didn't bother and want this to end).
- I vote to remove Sol Ring and Candelabra, because they might find three votes against them to finish this deck and because they don't quite fit in with the deck. Both are good, but this list doesn't need metric tons of mana. 12-Post and Academy are really enoug in that department - one could play Eldrazi with that base, while here the top cmc is 6 and no activations cost tops that.
It seems the deck is so bogged down by other cards besides Magistrate's Scepter that want to be abused via Proliferate that they begin to outshine the Scepter itself. Kind of sad if you ask me.
I'll make the final vote to end this...vote to remove 1 Fabricate since 6 tutor pieces should be more than enough, Tezzeret is just better at doing it, and I really don't think this deck wants to tap out to search for an artifact to be put into the hand that badly. So that's 3 votes and 1 copy of Fabricate is removed. I'll also agree with Blut's assement on Sol Ring and Tangle Wire. Sol Ring is a good card - so good that it apparently warrants a slot in almost every GMAD we do. In fact, at this point we might as well add a separate slot in addition to the basic land placeholders just for Sol Ring since somebody seems to add it every time. Tangle Wire is just plain good with Cloudpost lands. 3 votes for SOl Ring removal so it's out, and 3 addition votes for Tangle Wire so it's upped to 4.
I think this deck turned out pretty well actually. I have to disagree with blut and dlink that it lost its focus of trying to use the scepter. Yes many of the cards benefit from proliferate, but I hardly think this deck is reliant on proliferating at all (only 2 engines). With the amount of charge counter creation in this deck, and the tutoring ability, it is really easy to go infinite with the scepter, especially when you factor in all the mana that it can produce along with cards like voltaic key and the rings of brighthearth. Wouldn't you say that if you can easily activate the scepter that you made a successful deck? It seems contradictory to say that abusing charge counters and proliferate is different than abusing the scepter-- that's exactly what you need to abuse it.

Anyway I don't think this deck was ok even if it is a proliferate deck and not a scepter deck.
DLink if a deck was made around a combo we would just have tons of tutors again. It is easier to be build a theme like proliferate that a lot of people are familiar with as a large group rather than having people go different ways with a deck which seems to happen a lot.
I also like to imagine that he has a rotating torso (like a metallic graft that fuses his upper and lower body together), so he can spin all around, leveling everything within 20ft of him to rubble.
