I think we are a little too heavy on the ramp. we only need 6 mana and we don't want to flip into a crappy artifact instead of a bomb. so voting out sky diamond.
Soothsaying seems expensive for it effect so i'm voting it out.
Personally, I think Coldsteel Heart over Sky Diamond since it is snow and we can scrying sheets it up. Plus it is the same card for this deck, just better since it is snow.

voting to remove crystal ball in favor of mystic speculation. being able to dig deeper can be golden. voting to add 1-2 mouth of ronom beause we're gonna need some removal at some point.
If we are willing to go for a B/U build I vote to add 3 Rune-Scarred Demon. Tutor effects are great and I feel that at this point we need to focus on adding power to go with the Omen Machine instead of just utility.

Adding 4 Sleight of Hand... as i stated, with the Omen Machine on the field, we need to snake around the "Can't draw" clause- and the best you people can come up with is Fact of Fiction...
Sleight of Hand gets a card around the "can't draw" clause and we don't loose anything as we would with FoF or the like. If we Soothsay or Index then we could manipulate our deck to our benefit.

Why don't we just eliminate all the frikkin snow permanents? best case, we use Scrying Sheets to topdeck a land so we're not losing it to Omen Machine.

Gotta say...I do believe we could be using that two mana more efficiently. I'll be adding a vote against the Sheets as well. Have we thought about SOME card draw in here? I mean, are we seriously assuming we'll always have Omen Machine out before we draw a card that says "Draw X Cards"? We're making the assumption that Omen Machine will be out on our first turn 100% of the time...
I'm adding in Sphinx of the Steel Wind. We have enough draw shaping to never draw this card, but instead set it up for the Omen Machine, and it's essentially the Blue Akroma. And, voting against Sphinx of Jwar Isle. We could use a bit of trimming, and it just doesn't feel necessary~
Adding 1 Emrakul. As Zephynoir said, we'll never draw it with all the library manipulation. Also, we get to cast it, which means we'll get an extra turn... and an extra card from the machine.
Voting to remove:
-1 Crystal Ball: Mostly for trimming purposes, but it seems like we have enough library manipulation to where we don't need 3. Plus, we can always Transmute for one if we really need it.
-4 Scrying Sheets: A few people have mentioned that we can do much better than spending 2 mana to draw a land and I agree. It also lets us drop Coldsteel Heart for another card hopefully (Eye of Ramos) that fits better with the card I'm adding today.
-3 Coldsteel Heart: With the snow engine gone, we have better options open to us.
Adding in:
2x Academy Ruins - This lets us do a number of things. We can recur a destroyed Omen Machine, recur a destroyed fattie, guarantee what we hit off the Machine on our upkeep and generally give our opponents a hard time. I think 2 fit the deck's budget, but feel free to reduce it to a single copy if the price is too high.
Do we really need Fact or Fiction and Fact or Fiction on a Sphinx?
It's one of the few ways that we can guarantee that we'll be able to draw throughout the entire game, even when Omen Machine is out on the field.
Plus, each of the pseudo-draw cards we have serve different purposes:
-Telling Time is for early game smoothing.
-Fact or Fiction is straight up raw card advantage midgame.
-Sphinx of Uthuun is a late game monster and a perfect card to hit off the machine.
It's possible the numbers might not all be correct, but I'm pretty happy with the current draw suite and I think it's vital to make sure the deck can operate throughout the whole game.

Ponder has "draw a card" which is dead with omen machine. Telling Time is better though, so the sleight should probably go now.
I don't like running so many tereri, as it runs the chance of breaking the lock... Making him tutorable would be a good idea.
Vote against Sphinx: the other threats are hardcastable in some situation or other...
Vote against Denying Wind: It's usually a better choice to just play one of the finishers than this, or deal with only the top card of their library.
vote against Sleight of Hand: Poor compared to both FoF and Telling Time. Trimming.
Vote against Wheel and Deal: with only two copies and no way to tutor them, this isn't really worth playing.
Already voted agaisnt Drift of phantasms, but it should go in favor of something like Plumeveil if we don't care about transmute. It actually gives them a reason not to attack, instead of just attacking with more creatures.
Vote to add an extra soothsaying, as they're vital to the late game plan.
vote to Keep worn Powerstone as its the only acceleration in the deck.
Decks already at 73, so i'll add 1 Mystical Teachings and vote to add 3 more. Lets us tutor teferi and removes the chance of breaking the lock off the forced cast. With teferi, it can find any creature in the deck (or Plumeveil if it makes it in.) Acts as draw that gets around OM, and can find FoF or a counter once OM is online. Finds Wheel and Deal to completely lock out our opponents. Flashback makes it relevant in the late game as well, and only requires a small black splash (about 8 black sources in total should do it.)

With teferi, it can find any creature in the deck (or Plumeveil if it makes it in.) Acts as draw that gets around OM, and can find FoF or a counter once OM is online. Finds Wheel and Deal to completely lock out our opponents. Flashback makes it relevant in the late game as well, and only requires a small black splash (about 8 black sources in total should do it.)
