My friends and i have started playing magic for fun just a few months ago. In our playgroup there is a guy with a mono red goblin deck which is very difficult to beat since by turn 3-4 he already has a lot of creatures on the board. For exemple i run a mono green elves deck that is basically no match up for that deck since he kills me off before i can set up my win conditions (aka Ezuri, joraga warcaller, triumph of the hordes..). People at our local game shop told me about some decks that are very good match ups for goblin (for exemple "soul sisters") but i would rather build a deck that it's not specifically made in order to beat goblin decks but that can do well against aggro in general. Being new to the game i've not many ideas. The budget for the deck should be around 70-80$.
So if you want to only play a monogreen/Elf tribal deck, there are definitely solutions to pure aggro. Fog effects are available in your color, and Thunderstaff stops 1/1s on the cheap.

Usually, control deals with aggro by employing mass removal. The 4 mana sweepers like Day of Judgment are usually enough, but if they are too slow, then there are less powerful cards that can still usually utterly destroy creature swarms, for example, Infest (and its many variants), Pyroclasm, Rough // Tumble, etc.
If i wanted to put in cards like fog that can prevent getting damage, how many of them would you recomend in order to extend my lifespan but, at the same time, without changing my deck completely just to adjust to the opponent?
Spike Weaver, Arachnogenesis, and Constant Mists. I mention these in particular because they are more than just 1 shots. Arachnogenesis is kind of a one shot but it a) can kill attackers the turn the tokens are made and b) give you tokens to block the next attack. I assume that this is 60 card Magic (and not, say, EDH), so Weaver might be tougher since it is a bit slower.
There is certainly a limit to the number of fogs you want which is why I would move towards ones that do more than fog only once. Moment's Peace can be another good one along those lines. It really comes down to how fast you need to be. And, a bigger piece is, what are you going to do after fogging? You can't fog all the time so you really need a way to clear the board or win with the Goblin player tapped out. I think Rezzahan's suggestions are good and it might be worth branching into another color to get those effects.
Considering the majority of decks win off of creature combat damage, running two Fog effects in a monogreen/dual-colored-green deck has always felt welcome. I have quite few decks that run 4 fog effects, but it will depend on your meta. Two never hurt any deck, and Fog itself has 1 cmc, so just throwing them in really won't disrupt most decks.
My followup question is: do you mean Monogreen control or more bluish colored control?
If you are looking at just monogreen you'd really have to know your meta. Respite would probably be the fog effect of your choice against aggro.

Otherwise i could aim to use the power up given by Joraga Warcaller or Ezuri, Renegade Leader to other creature to win. I know it's not a solid plan but it could allow me not to change my deck completely.

No, i was thinking of building a new deck. I was interested in making a blue control deck.. The "fog" question was to know how to modify my deck if i had to face a deck like that and thus how many cards of that kind to put in the side deck.
Aetherize wrecks aggro, especially tokens. counterspell 4x. The bread and butter. Propaganda is pricey IRL but for cmc 3 does its job well. Chill is a sideboard card that will wreck red’s chances.
