Hello! I am really new to magic (have built one deck), and this is my second forum post, so sorry if I did anything wrong. So, the deal is that I want to build a Black-Green graveyard deck (as seen in the title), but I have no idea where to even start, aside from the basic 22 land. Basically, what I am looking for is some cards to build it off of, and the ratio of creatures to instants/sorceries/enchantments. I would prefer for the cards to be cheap enough so that the deck is in the 30 - 50 dollar range. A standard deck isn't an issue here. And do you think I should go with more of a power/toughness equal to cards in graveyard approach, or approach it by sending cards to the graveyard, then casting them. I would appreciate any help on the subject, thank you!

Depends on the direction of the deck you want to go, there are plenty options... one of the more common tactics is golgari recursion/dredge.
Drop big Dredge creatures into your graveyard- with stuff like Entomb, Tortured Existence and any other sort of discard fodder and dredge it back filling your graveyard.
Creatures like Ghoultree, Mortivore, Revenant, - works with "creatures in graveyard" type mechanics. Anurid Scavenger helps keep your deck from completely emptying itself.
I had a straight black deck that used a lot of 1 or 2 cc creatures and lots of sacrifice outlets, then Midnight Ritual to turn them into Zombie tokens. not the best deck, but it was fun.
I have another black deck that uses Haunted Crossroads + Infernal Genesis to topdeck expensive creatures for lots of little tokens to sacrifice. Combine with a Golgari Troll and the aforementioned Champion- create tokens to revive the creatures that were dumped via Dredge.

4 Spider Spawning
4 Champion of Stray Souls
2 Anurid Scavenger
4 Golgari Grave-troll
I now need to add 24 more cards, I would add 4 Entomb but unfortunately I have cost restraints. I am thinking of running 8 cards like it, such as Tortured Existence. This would leave 18 more cards. I am thinking of adding about 10 more creatures such as Mortivore. Any suggestions on discard fodder and creatures to summon? Thanks!

There are still many directions the build can go. use Discard outlets to drop biggie in the graveyard, weenies as fodder to pad the graveyard more, use some recursion method (Exhume?) to get a biggie back.

Tombstone Stairwell would be interesting with Spider Spawning at creating a lot of token, then sacrifice them to Champion of Stray Souls to get your other creatures back.

If you can afford them- Delraich, Phyrexian Negator and/or Phyrexian Obliterator would be something to look into.

Mortivore with Narcissism and/or Oblivion Crown, heck even Fallen Ideal and Homicidal Seclusion would be a gnarly bruiser.
