So I've been trying to piece together a black-red deck I need some help to make it playable. I have little to no experience building decks. My friends and I are pretty casual players so we don't have any banned cards. I also don't have budget over $60.

3x Mogis, god of slaughter
2x Rakdos, Lord of riots
1x Kaervek the merciless
3x Desecration demon
4x Boros reckoner
4x fanatic of Mogis
Instants
4x Lightning Bolt
4x Terminate
4x Breath of malfegor
Your deck is slowed by your high mana costs throwing off your mana curve. Your first creature happens turn 3, meaning your lightning bolts have to be used defensively instead of offensively. I figure that is why you have Lord of Riots, but waiting for turn four to do something nonreactive is slightly slow in casual and a fatal mistake in standard/tournament play.
You need some mana acceleration to get you to the meat of your deck. Try Rakdos Cluestone.
I think you can drop one copy of Mogis. As they are legendary, you cannot stack them (at least not without Mirror Gallery or Helm of the Host. Sulfuric Vortex or Skull Cage are easier to cast and have a similar ability, albeit not on an indestructible possibly-creature.
The fact that you are playing a black red deck means you should not be running four copies of Fanatic of Mogis. Replace a copy or 2 with something like reassembling skeleton, Vexing Devil, Grim Initiate, Slumbering Dragon, Cinder Wall, or Typhoid Rats; something you can play early so that you have board presence. I included a wide variety dependent on what you might already have versus what you can afford.
This deck doesn't need too much tweaking to make it viable against casual weenie/aggro, just needs a little more speed.
