Ok, so I glossed over this one first time I saw it. And then I saw it in a draft. Oh my.
Considering any decent enchantment deck fields plenty of efficient enchantments, some of which have *flash*, this thing looks viable to me.
Just imagine All that Glitters or Ancestral Mask attached to Griselbrand.
I think this might potentially be one of the better enchantment-biased, low-cmc creatures for large multiplayer FFA's or Commander.
It's a good card that won't see play. As you correctly surmised the card has a lot of things going for it given that it's cheap, flexible, scales well with the increased player count and provides a ton of generic utility. It's easily one of the better things to be jamming on turn 2 because from that point onward every Enchantment that you play has the upside of giving you the best/most relevant threat on the board for yourself. Early on it's going to be a mana dork or an Oracle of Mul Daya and later on it can be morphed into a Grave Titan. That's incredibly powerful even if you're not playing a dedicated Enchantress deck that's chock full of them. It's absolutely fine if you're only casting 2-3 per game (on average) because that's still more than good enough. In short there's no significant downsides, plenty of upsides and it's a fun + powerful effect to have on a 2 drop.
I don't see this card being played in any significant capacity however. Not because it's bad, not because people "don't get it," not because it's too hard to build around, not for any particular reason really. The card is good without being great and it's weird enough that it typically won't survive the "cutting process" when you take your 80 card deck and cut it down to 60. It's also not 100% free, you do need Enchantments, so it's not a card that you're going to be thinking about very often. It's also not bonkers in the "Enchantments matter" decks so it's not going to be a windmill slam when you do get around to building one of those lists. Magic has tens of thousands of cards and so being good isn't always good enough for a card to see play. Would I fault anyone for playing it? Absolutely not! It's a solid card that will routinely outperform its 25 cent pricetag. Would I fault anyone for omitting? Again, no. It could be throngs of other 2 drops and that would be fine too.
