I'm sure there are plenty out there. A lot of what I see around now is commander-precon generals and the already-established generals these days. Are there any that aren't exactly main-stream but still quite potent?
Everyone who plays Adun Oakenshield or Xira Arien seems to have a blast. Could they be goodstuff generals? Sure, but you could build whatever you want and just enjoy the benefit of a decent card that you almost always can have on hand.
Honestly, im just relating this to my playgroup, but its a free casual night at my LGS so i play many people.
imo, ob nixilis, the fallen seems like an amazing General, i've seen it once and it does some pretty nasty things.

I have a gwafa hazid deck. He's bad, but still underrated. Funny how the word "underrated" doesn't give any indication of the powerlevel of the card. I assume however people in this thread will put good connotations on something underrated.
Mayael the Anima and Isperia the Inscrutable are two generals I enjoy but don't see many of. Both are rather strong, and though you can really only build Mayael one way (Naya goodstuff) Isperia can be guild quite a few ways and is really fun to play.
Whenever at my playgroup I sit down and pull out Homura, Human Ascendant against someone who's seen what it can do cringes when I drop anything related to Eldrazi spawns. Six mana amd a suspended Greater Gargadon warrants non-aggression pacts to try amd take me down. I just smile and cackle in glee.

That is always where these "over/underrated threads" collapse Just because something is bad doesn't mean it's as bad as people think, so it might be underrated. And, Gwafa Hazid is underrated. Any general that is UW and can slow things down is going to be good as long as you don't build the deck around him - but who is like, "I am going to build my entire deck around abusing Gwafa Hazid?" He's still cool as hell.
I think Thada Adel is an absolute powerhouse and she gets a "meh" from most people.
Jor Kadeen with mana rocks and lots of mass land destruction is really pretty good but Jor Kadeen is not regarded as "strong."
And the first time Sakashima drops a Sundering Titan, copies it, bounces, and copies it again you will feel how good he actually is. But he does so many other things that are nuts.

Very true. It's hard to go wrong with either, or Jund colors for that matter. And as an additional benefit, neither of these generals are threatening, whereas Kresh and Karrthus freak people out a bit.
Sakashima is a beast. Not really underrated or under the radar in my book.
I second Patron of the Orochi. He might be my next project in fact. And as Target Player mentioned, Vhati is stronger than he seems as well, in good colors.

I run Vorinclex, and I've never seen another (to my delight - I hate having to play general mirror matches). It generates INSANE tempo swings, and often lives through the hate it generates. If you untap with him, you win the game, and if your opponents kill him, they don't untap the mana they use to kill him next turn (spot removal is rare in EDH).
Saffi Eriksdotter, she is oppressed by the existence of both Captain Sisay and Gaddock Teeg. Everyone seems to want to build decks around the later two. I feel that Saffi has an interesting ability that leads to fun (and powerful!) interactions. Definitely underused, maybe not so underrated though.

I can see Saffi Eriksdotter being a good General if you built a deck that had a lot of awesome Sac Outlets in it and you used Saffi Eriksdotter to recurr the creatures you sacrifice.
I have an Ashling the Pilgrim deck that uses equipment, mana boosters, and damage doublers. It is a fun deck, even if it doesn't win many 4 player games (though if you can get a darksteel plate/a sword on her early, she becomes a tremendous pain in the butt).

Jolrael, empress of beasts, all you have to do is play lands and keep replaying her. If she makes it around a turn you just start dropping a fatty or two a turn and then it's game.
