Assuming you're not playing five-color, I'd say one of the Mirrodin sets is best, and Khans/Alara would be the worst, since there's so many 3-color cards you just won't be able to take.
Maybe an un-set would be most appropriate?
Then again, MaRo's comments aren't exactly what I'd consider as a 'ruling'.

Doesn't it depend on your deck? If you've built around some theme, one pack may be better than another. Artifacts? One of the Mirrodin sets, obviously. Domain? Conflux is the set for that, I think. Enchantments? One of the Theros sets, maybe.
In any case, your choice should probably be set on hoping for a good common you need and small sets will be better for getting your choice than large ones.
Or you could go for a fun option: roll the dice and decide on a pack at random.
You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.
Depends on your general. For a 2 color general I like either RTR or Gatecrash. 3 color Shards or Khans. Mono is tougher, but Torment for black and Judgment for green or white comes to mind.
Upon further reflection I think set/block mechanics is at least as important as color pie considerations, probably more. Gatecrash has more tasty cards than Khans, but an Abzan Battlepriest or Falconer will often be higher impact for Teysa or original Ghost Council (likely token heavy decks) than most things GC has to offer. Similarly tribes are a huge consideration for a lot of generals. The answer to OP's question is too dependent on the general for a one size fits all answer.
Serious Response: Conspiracy, as Lore Seeker theoretically gets you a 2nd pack, and it provides a solid selection of multiplayer-centric cards.
Even though it's physically the same action of opening a pack and taking a card, the card goes into your hand and not into a draft pool. I don't think the Conspiracy cards would interact like you'd want them to.
