I've grown tired of playing my Jarad deck as an inferior version of Karador, so I decided to switch it to something with a more cohesive theme. I've changed my general to Savra, Queen of the Golgari because she's less threatening and I've always wanted a deck that revolves around sacrificing creatures. I started reworking the deck and discovered that I'm a little light on sac outlets that stick around. So far I have:
Any other fun, affordable, good sac outlets? I have Altar of Dementia but my deck doesn't want to self-mill and I don't think randomly milling opponents for a few cards will do much. I'd like to have Phyrexian Altar but that's out of my budget.
And now onto Jund colors. My Karrthus dragon tribal deck really needs some card draw effects, but I'm trying to foil the deck so I don't want to use anything like Phyrexian Arena that will cost like $100 for a foil copy. Are there any cheaper, effective options for card draw in those colors? I do have a Shamanic Revelation but that's situational and usually won't net me many cards. I also have Dragon Mage but that helps everyone.
I think you already got most of the best BG Sac options, so I'll focus on Karrthus instead. Though you could always look at Nantuko Husk-like creatures; there's quite a few of them from recent years you could look at.
You can always run Reforge the Soul and Wheel of Fate. Neither are particularly expensive and while they do fuel your opponents as well, you should get more power out of it yourself. Garruk, Primal Hunter is a powerful card in any deck with high power creatures. You might want to swap that Greater Good from Savra to Karrthus as well. Karrthus needs the sac outlet in case of someone wanting to clone him anyway. Black also offers Erebos, God of Death and Greed, both aren't ideal, but they can draw a nice fist of cards while you're at it. Outpost Siege and Chandra, Pyromaster are Phyrexian Arena replacements and while inferior, they are more versatile. Finally there's Necropotence, which is surprisingly cheap foil and crazy broken.

My Commander decks:
Chandra, Torch of Defiance - Oops! All Chandras.
Prime Speaker Zegana - Draw for Power.
Pir & Toothy - Counterpalooza.
Arcades, the Strategist - Another Brick in the Wall.
Zacama, Primal Calamity - Calamity of Double Mana.
Edgar Markov - Vampires Don't Die.
Child of Alara - Dreamcrusher.
Appreciate the suggestions! I was considering Reforge the Soul but I do hate how it benefits my opponent. Garruk's not a bad suggestion and I do have a foil copy of that one already so that's a bonus! I always tend to forget about Planeswalkers when making EDH decks because I generally don't like to use them for some reason. Greater Good is a nice suggestion and you're right, I probably do need some more sac outlets. I was looking for some card draw that doesn't rely on me having board presence though because my greatest fear is getting wrathed and sitting on an empty board with nothing in hand. I may put a Greater Good in anyway, though. Shame the judge version is so affordable yet I hate the art. :/
I like Outpost Siege because it fits the dragon theme, even though I don't actually have Kolaghan in the deck. I may give that one a try! I fear Necropotence may be a little too broken for my tastes though. I think I'd get a lot of hate playing that.
Carrion Feeder! I run it in my Marchesa; paired with Harvester of Souls, I usually draw a ton of cards. That's probably one of the best sac outlets not mentioned.
As for draw in Jund. Try Freyalise, Llanowar's Fury. If you can protect it, it's minus can draw you A TON of cards. It's unfortunately not available in foil, but I had mine altered which looks quite nice against the deck's other foiled cards. Skullmulcher is another surprising card-drawer in green, that's great with tokens (running prossh? even if its in the 99 still a lot of tokens...). If you are creature-heavy, Domri Rade and Xenagos, The Reveler do pretty good work (it's ultimate isn't "draw" but it just flips the cards).

Appreciate the replies! I was thinking about Carrion Feeder but I hate how he can't block. I guess it doesn't matter though, I'll see if I can find a copy lying around!
Freyalise and Skullmuncher won't do much for me as 99% of my creatures are dragons, mostly red dragons. Don't think Domri or Xenagos will do much either.
Triumph of Ferocity reminded me of that new card I can't think of from Origins that lets you draw every time a creature with power 3? or greater enters the battlefield under your control. I might try that one. I am considering Garruk.
Malevolent Awakening is a card I liked but forgot about. This might be a good option. I'd like to pick up another Volrath's Stronghold but I can't afford to buy another one and it's very hard to trade for! I had one on my want list over on Pucatrades for like two months before someone finally sent one to me. I was thinking about Lifeline but doesn't that kind of negate all of my removal? I have all of the "cares about dying" stuff you suggested in my deck, except Deathrender because I don't have that many huge creatures to make it worth a slot.

stronghold's certainly aren't cheap, I can understand that.
Don't underestimate deathrender. Getting creatures into play for free at instant speed is very very good, even with small creatures. free is free after all.
since you are sacrificing lots of things, consider running a bitter ordeal to help deal with non-permanent threats before they can even be cast.

I like to combine lifeline with graveyard hate like withered wretch, scavenging ooze, necrogenesis, or night soil becuase it doesn't return the card to play untill end of turn. lifeline also works great with leyline of the void if you happen to already have one.
