While I know many people have been voicing disappointment or concern with the new Commander set, I'm actually ecstatic because my dreams have finally been answered: We have a RU Legendary goblin, and it's everything I could possible ask for.
Mizzix of the Izmagnus couldn't be a more perfect card for what I had envision my fantasy RU Goblins deck as being. The idea is to use cards like goblin offensive (are there even any more cards like this?) and other, fixed-cost token generators, to create a field of goblins. Sure, these goblins can be pumped with a host of Lords, but they can also be fed into sac engines like Ashnod's Altar and Phyrexian Altar to create massive amounts of mana to feed other big X spells like Comet Storm and the ilk.
The idea is to use scaling card draw cards to dig through my deck to pull out the pieces I need while shaving off costs with experience counters.
There's also going to be a big coin-flipping subtheme because Krark's Thumb, Stitch in Time and Ral Zarek are a thing in RU, as are some coinflipping goblin cards.
I'm not looking for a super cuthroat deck, just cards that can help feed my maniacal (i.e. Izzet-worthy) plan to create a 'oops I blew up the world' RU goblin deck...with coinflipping.
Firemind's Foresight seems like a great card to draw out all the X-spells I'm looking for. My vision is repeatedly casting Capsize until I can create a massive storm count to cast Empty the Warrens, so I can sac all those goblin to feed a huge Comet Storm, or just swing with the goblins using some lords to pump them.
What I need are suggestions for cards to aid my win conditions, or to even be my alternative wincons - more X spells to end the game with, I guess.
As much for my own interests as yours, all the instants and sorceries that include "goblin" in the text (it isn't a lot, but there is something to build from):
A surprising number of functional reprints within this kind of iffy list, though the Damage=Goblins spell could potentially feed into what you are trying to do. The number of CMC 1-3 that most of these sit at are also pretty much non-bos with the commander.
Krenko and the blue untappers are really good together, and can easily net you a ton of goblins all at once (even though they are not instants or sorceries to work with the commander):
I like the idea of netting mana by reducing the cost of spells like Firecat blitz and turning it into mana with an altar. I would play Nivix Guildmage too, and probably Azure Mage to keep refilling the hand.
Don't forget to pack your Fiery Gambit and Radiate. (Yes, you can Radiate the Gambit. Have fun.)

My Commander decks:
Chandra, Torch of Defiance - Oops! All Chandras.
Prime Speaker Zegana - Draw for Power.
Pir & Toothy - Counterpalooza.
Arcades, the Strategist - Another Brick in the Wall.
Zacama, Primal Calamity - Calamity of Double Mana.
Edgar Markov - Vampires Don't Die.
Child of Alara - Dreamcrusher.
If you like casting spells repeatedly, you can always try for Tamiyo, the Moon Sage's ultimate. Also consider proliferate cards like Steady Progress and Inexorable Tide, both for Mizzix and any planeswalkers you run.
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Hey I know this comment is a few years old (oops) but in case nobody has told any of you reading this thread yet, Voracious Dragon is an amazing goblin sac engine all by itself. You're welcome.

Coastal Piracy and Bident of Thassa allow your goblins to fuel your hand.
Opposition turns your masses of goblins into boardstate locking.
Skirk Prospector converts Goblins to mana.
Teleportal pushes them all into the red zone.
Goblin Bombardment provides another alternate wincon.
Goblin Flectomancer protects your boardstate with a Swerve effect (and has an amazing hat).

Red Sun's Zenith might just be the best burn spell a Mizzix deck can run.
Blue Sun's Zenith is good for card draw.
Invoke the Firemind lets you choose between BSZ's card draw and RSZ's burn at the cost of the shuffle-into-library effect.
Dizzy Spell, Muddle the Mixture, and Drift of Phantasms gives you additional tutors for those X-cost spells.
Mindmoil and Arjun, the Shifting Flame can help you draw through your library quicker.
BEWARE THESE CARDS!
Gaddock Teeg shuts down noncreature spells with CMC 4+ or with X in their costs.
Spirit of the Labyrinth shuts down mass card draw.
Arcane Laboratory, Rule of Law, and Eidolon of Rhetoric put a damper on spellslinging.
Aegis of the Gods, Ivory Mask, True Believer, Witchbane Orb, and Orbs of Warding all stop you from burning the opponent.
Dosan the Falling Leaf and Grand Abolisher stop instant shenanigans.
