I was joking with my friends the other night about building a deck using on cards that had 1CMC, no more, no less. Using Rys the Redeemed as the general, what should the other 99 be?

Swords to Plowshares, Path to Exile,Sylvan Safekeeper, Sol Ring, and Exploration...I think I'm out haha. A Gatherer search would probably help though.
You'll need a lot of draw in this deck to keep anything going, so good luck with that.

Well at 1 cmc no more no less... You wont have lands

In addition, without annoited procession, doubling season, primal vigor and parralel lives, a token deck seems pointless.
I should also mention there is a combo to have DOUBLERS than there are particles in the known universe.

Weathered wayfarer is likely the best one drop, especially with this restriction - a lot of your powerful cards will be lands. You will likely need all the tutors that can grap skull-clamp since it would seem important to get ca and there isnt that much at 1 - likely also the return cards from gy to top of deck for the same reason.

Wirewood symbiote is very nice too for untapping cards with powerful tap effects like rhys (because of your restriction it in essences cost 1 and you can reuse etb effects (dunno how many 1 mana elves with etb effects you will play though - but at least you can use the soul sisters to get more life), save blockers and other fun things).

There is that one mana green leveling creature that makes elves produce mana which would be good too (cant remember the name).

The 1cmc hatebear Dryad Militant.

Your biggest weakness would be cardadvantage. Abundant Growth is early game colorfixing, later a draw. Argivian Find to bring back that Skullclamp. Caustic Caterpillar. Landtax and Sensei's Divining Top. Tithe! Also Sylvan Safekeeper and Groundskeeper.

Would a card like Secure the Wastes count? If so, then you can also go with Gelatinous Genesis and Sylvan Offering to make lots of small tokens, or Wurmcalling and Slime Molding to make a single big token.

When you look at the overall failure of Tiny Leaders, and think, "Man, there must not have been enough restrictions!"

I kid -- this seems cool! Pretty sure Aether Vial is your best friend. You can take advantage of Alliance of Arms better than others. Actually, Alliance + Altar of the Brood could be a pretty viable win-con, using elves for mana (or Candelabra of Tawnos plus whatever land dumbness you like, assuming you can afford that card). Animist's Awakening finds lands. Benevolent Bodyguard helps protect Rhys. Dispeller's Capsule is removal. Glimpse of Nature and Heritage Druid are standard elf things. Hot Soup has actually consistently surprised me at how good it is. Hidden Gibbons means you get a flavor win, if not anything else.

Doomed Traveler is pretty solid at 1cmc.

Excellent! I love all the suggestions and I appreciate all the contributions.

I certainly don't mind X spells as long as the official CMC is still 1. And lands are certainly the exception.

Thraben Inspector is quite the stellar 1-drop.
