it doesn't seem all that good, i think. I've been a bit underwhelmed by most surveil cards (the sole exceptions being mission briefing and doom whisperer).
I think i'd be one of those people who'd severely underestimate cards like this though; it's in blue, is hard to kill (bolt-proof), and has an ok ability stuck to it. It sort of smooths your next few draws, and can set up reanimate effects/snapcaster mage shenanigans.
Notion rain is pretty solid, New Lazav is a good commander, nightveil Sprite is better than expected as a cheap evasive creature useful for damage triggers that surveils when it attacks. Price of Fame is a solid card as well in a format centered around legends. Destroy any commander a d surveil 2 for the price of terror? Sound good. The drawback of it costing 4 to hit a non legend is pretty severe, but at least it's still unconditional instant speed removal with upside. This is also a format where a lot of non commander creatures happen to be legendary, so it has more targets other than the commanders where it costs 2. Considering how key commanders usually are to their decks, firing this off for two is what's typically going to happen.
Notion rain seems ok. a lot better in reanimate/some sort of shenanigans with the GY deck than any of my UB decks though. The thing is, i think most of the time, surveil is marginally better than scry, but unless you can actually make use of the cards in the GY, it might not actually be that much better. But yea, I'm sure you've had much better success with them than i have. Maybe i need to give them another look.
I've always wanted a debt of loyalty actually, but never ended up splurging the moneys for it.
In my group, people are constantly sacking guys, reviving them, killing them, all sorts; so even though it's quite limiting, no one would look at the board and think "hrmm.. he's showing 1WW... debt of loyalty mana!". it's simply not the same thing as holding up UU.
Debt of Loyalty is a fun little card. I use it in my Brion Stoutarm deck which likes stealing stuff and runs a Sunforger package. The flexibility of being able to regenerate your own creature should not be ignored. Not long ago I used it to save Brion from my own mass damage and that allowed me to win.
I run Evangelize in my Asmira deck and I have to say it won me a couple of games. The fact that it doesn't target can be wrrcking to some board states.
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I wish combat is more supported in EDH than it is right now. A lot of time your opponents aren't even playing creatures.
I once combined Repercussion with opponent-gets-creature cards like Varchild's War-Riders/Forbidden Orchard to force opponent to block my attackers, therefore deal damage to opponent directly (quadrupled, via cards like Furnace of Rath after each transfer), while I gain life via attacking to compensate.
Whenever I want to play the Hordechief, I seem to be a color (or two) short in my identity to do so. And my actual Mardu deck is almost hilariously low on creatures itself.
Off the top of my head, at least my Orzhov, Boros, Abzan, Izzet and Gruul decks would love the pair of effects. Le sigh.

I've tried this guy and Master Warcraft alongside cards like Ankle Shanker in my Queen Marchesa pillow fort/tokens/flicker deck to force big problematic creatures into small Deathtouch creatures.
Whilst very effective, the trick was not very efficient as a removalspell in the pretty low curve, nor was it particularly well represented to feature a true "force combat" category in the deck. It took away some of the focus of the main strategy, if you will.
The key to this guy is his life drain on attack trigger. He's pretty sweet in mardu tokens decks. Between the lifeless and simply using his ability to make everything block a 1/1 while everything else gets through, he can close out games. Dropping him and activating his ability on the same turn can break a stalled board for the win, and while that costs 9 it's par for the course for that sort of effect.

Yeah, even in token decks, I find myself more using some other win condition, or just going infinite and dropping some sort of haste enabler (which is combat, yes, in the sense that getting your brain turned into chunky salsa is a concussion).

I think they both belong in the same deck, along with shaman en-kor. Just channel all damage all the time to the same 1 guy, and then prevent it all! Maybe call it a judo deck or something.
I don't think that kitsune is any good outside of several dedicated legendary guys in a single deck. or maybe as a political tool. in white though, it's probably easier to just use protection from x than prevent that damage.
This card is almost good enough for me to briefly consider it for a legend heavy deck before dismissing it and moving on. Almost.

She is, basically, unless you want to prevent damage to players, I guess. (But you can sacrifice Healer to Patron of the Kitsune as well.)

I have it in my Kestia deck, which is focused on enchantment creatures and permanent stealing auras, but I'm using it as a Replenish placeholder, really.
Still very powerful if you get more value from it than your opponents.
Over the years i grew very wary of Replenish and Scrap Mastery kind of effects.
They are far easier to break than say Living Death, for the mere fact, that the card type is less often included in numbers as high as the possible creature count (more true for enchanments). I've lost often enough to Scrap Mastery in Daretti, Scrap Savant and Replenish in Uril, the Miststalker. But, to be fair, dealing with them instant speed is exactly the same as dealing with creature based reanimator decks.
