Why is it green? I mean, we all know red was bad at drawing and good at damaging even back then. Why is it green? And Stormbringer should be black or red; tt was inspired by Muramasa, after all.
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

If I had to guess, it's because green got other cards somehow related to storms (like Hurricane).

Also, even then drawing a lot of cards was a very blue thing, and they were big into the opposing color thing back then, so something that punished you for drawing a lot of cards, it made sense it would be green.

True, and I in theory like this idea for "non-hoser hosers", but it seems like it should be red. I mean, Tempest made it red (and Kamigawa gave us the strictly worse Gaze of Adamaro, both in my Nekusar deck), but still...

Not sure if you'd call Moorcock modern even by Legends standards, but still a cool reference nonetheless. Elric is one of the OG antiheroes of fantasy and should be more known.
To be fair, The Revenge of the Rose was published in '91, just 3 years before Legends. Which would have been near the time Legends was designed. There was also an Elric anthology published the same year as Legends.
On a slightly related topic, when I was in high school a friend bought me for my birthday a sourcebook for a tabletop RPG in Moorcock's world: Dragon Lords of Melniboné. Basically D&D with a particular setting, but the normal D&D alignment system was replaced by something completely different, and appropriate to the Elric stories.

Sounds cool! I've always been interested in D&D, but it's hard to find like-minded people.
Elric was first published in 1961, but there's been quite a few reprints. He's not my favourite Eternal Champion (Corum is), but he is pretty iconic.
I like this guy, but he let me down big time once. Flash in EOT, surprise attack a planeswalker controlled by a player without enough toughness in play to stop 6 trample power... get's chump blocked. Doesn't have trample. I don't know if I lost the game, but I lost in my mind.

Zedruu: "This deck is not only able to go crazy - it also needs to do so."
I have a Surrak Dragonclaw all-creature Primal Surge deck that is very fun to play. I wanted a Temur creature deck but not a build-around commander. Surrak is randomly very helpful, it's hilarious to give your creatures trample in response to blocks or to blank someone trying to counter your creature by flashing in Surrak.
I still remember desparately wanting to pull this guy at prerelease. I was bummed when I didn't. Looking at him now, he's up against some strong contenders in Temur as a decent commander. He's not bad, but not amazing either.
I ended up with Narset, Enlightened Master at prerelease. Safe to say I ended up with the stronger Khan.
He would very much benefit from evasion. Too bad there aren't any ways in his color to give him flight or trample or otherwise make him unblockable or difficult to block.
Oh wait...
He's fine, really. Negating counterspells against creatures is very powerful if you also include haste enablers.
My Surrak deck is not particularly complex, but it is effective and a lot of fun.

I had him helm a control deck with a creatures with flash theme. Temur is a good combo for control, and there's a solid number of good flash creatures.its nice to deploy threats at instant speed, let's you hold up answers and play smart, messes with combat math, etc. Shrugging of counters is nice too, and granting trample can matter. slap sword on him and he kills in three hits.

Onering's 4 simple steps that let you solve any problem with Magic's gameplay
Whether its blue players countering your spells, red players burning you out, or combo, if you have a problem with an aspect of Magic's gameplay, you can fix it!
Step 1: Identify the problem. What aspect of Magic don't you like? Step 2: Find out how others deal with the problem. How do players deal with this aspect of the game when they run into it? Step 3: Do what those players do. Step 4: No more problem. Bonus: You are now better at Magic. Enjoy those extra wins!
On paper he's excellent, in game he never does anything. Lake of evasion maybe?
He does give other creatures trample (and stops counters), and you're in the colors to give all the good keywords (haste, trample, flying) to creatures via incarnations. (And you also have Genesis, so they might want to think twice about spot removal.) Besides Brawn and Wonder, you have access to plenty of things which give flying and trample (and some other keywords) to creatures with +1/+1 counters on them, or creatures in general. You can also give haste to creatures pretty easily.
So there are a lot of things you can do, if you build your deck right.
The thing is, he is probably going to be built a lot like Animar, except now something costing three or more colored mana doesn't look so bad.

As a magic player, I draw a lot of cards, and as such I've looked at this before. But you think about the ideal case and it's just Upheaval followed by a permanent lock, and then you feel bad and put the card away.
Edit: Just read flavor text. Roughly translated: "Don't have emotions. Who needs friends? Bounce all permanents! It's the only reasonable thing to do"
I run Words of Wind as, among other things, a way to abuse Delaying Shield in my pillowfort deck. Put counters on the Shield, bounce the Shield, pay no mana to avoid losing life. Re-cast the Shield.

I like this card a lot, but I wouldn't be able to play it nicely. If I ever go to power up Estrid, this is the second add to the deck (right behind Stsais). I like my friends too much to drop that on them though.

[Pr]Jaya | Estrid | A rotating cast of decks built out of my box.
I love the block this is from, I love drawing cards, and most of all, I love announcing "REKI! The Hiiiiiistory of KamiGawa!"
Great, reliable card draw in my Sisay deck(for obvious reasons). Get him out with a bunch of mana floating, and you can easily replenish your hand as you build your board.
Don't like that he's so fragile, but he's a historian, not a fighter.
Seriously, this (along with Sudden Impact) was a win condition in my old Riku of Two Reflections Maro deck, but that's the exception.

I've been looking for a (U/R)x commander, that doesn't see play in my playgroup already yet, forever now.
Maybe i should pass on all those Rube Goldberg machines and just cram all these big power-matters things into a deck with him.
Elemental Bond, Goreclaw, Terror of Qal Sisma, Kavu Lair, Sarkhan's Unsealing, Shamanic Revelation, Surrak, the Hunt Caller, Temur Ascendancy, ... all this wonderful battlecruiser yank.
If i don't find a more interesting deck to build until the end of spoilers for the next deck, i'm off to the drawing board.
