I imagine you missed a "target" on version 2 (you're targeting the opponent, and not the permanent).
I think something simpler could just be:

Your versions being a sorcery is very limiting, i think. Not limiting in terms of not good in a vacuum, but there would only really be one "proper" use for it, and that is as a win-spell (sort of). Having a smaller utility without needing to overload it means that it can be shot off early game without feeling like you've lost too much utility, and when you draw it late game, can help you push through. note unexpectedly absent; i don't think having the blue version costing more than 3 for the basic ability is necessary. I think every time i've shot off an unexpectedly absent, it's always for x=0, and usually in response to a shuffle effect. that's something that sorceries can't do.
Im not sure if the overload cost is good, but it certainly makes you pay for it.
To be honest, i'd be happy to just see a temporal warp as it is, without the overload cost. it'd be extremely good in legacy though i think.
Something I thought up about a week ago because I wanted a sort of Grixis version of Mimeoplasm but with more options. The lore behind this version of him is that Lazav has fallen under the mind control of Nicol Bolas, thus the added red. Sort of a combination of Body Double, Clever Impersonator, and Sakashima, the Impostor.

Word of Command is a sweet card and I'm happy to see Dimir colors getting more cards like Hostage Taker and Thief of Sanity. I'd like to see this continued in mono-black with more cards like Gonti, Lord of Luxury or Praetor's Grasp. I can see lots of applications for this card, from nabbing a disenchant to get rid of some problematic artifact or enchantment to using a counterspell to protect a win condition.
Underworld Whispers

Psychosis Crawler as an enchantment and cousin to Underworld Dreams. While Dreams typically punishes the blue player for drawing too many cards, Whispers would more evenly distribute the hurt if you, say, had a way to draw lots of cards on your own. I don't think wheel decks need more win conditions but there are solid and fair uses of the card.

Lore: Antius believes knowledge treads a journey through past, present, and future, and it makes progress via mutual learning of many instead of solitude. To understand history, one must understand the correlation of events, bring them to life, and apply them benefitting a society. In debating and researching en mass, scholars strengthen themselves and each other.
Mechanic: Antius is a historian, so his abilities were designed with ideals of, 1) Learning from the past (exile from graveyard), 2) Allow idea to be present in debates and research with others (create enchantment token), and 3) Use old lessons to plan for future (return card to hand from exile). Because history is about ebb and flow of conflicts and order, Antius is Jeskai colored of WUR, to imply how he studies all information with eyes of duality and application.
Application: Antius is a versatile legend to lead an EDH deck with multiple ways to build around him. His ability to turn nonland cards into creature provide persistent offense and defense. Politic wise, he could create an army for his allies and becomes bigger when those tokens die. Antius’s death trigger allow one to play with exile effects (such as Delve) to great capacity.
1) Voltron: to retrieve wider range of cards from exile to hand when he dies.
2) Sphinx tribal: Because why not.
3) Enchantress/constellation: The tokens created are enchantments.
4) Self-milling: To exile for army/politic.
Weakness: Antius is very mana hungry and requires setting up the graveyard before his engine could roll.

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.

You know i hate partner and planeswalkers but this card concept is really cool
Started off on the concept of a legendary creature that is protective of a planeswalker that they partnered with. The next step came from Guard Gomazoa but nixing U for cost and the damage prevention. The next step was the name, artwork, and downside with Thought Devourer. Then came the the subtypes, like a bow or cherry on top, with an Eldrazi Advisor.
Together it created the idea of an eldrazi that sought planeswalkers as its prey, but instead of immediately ending them and going onto the next meal, it provided essentially a faustian bargain in that both parties would have a mutalistic relationship but this same relationship would slowly become more parasititc for the planeswalker until the planeswalker fails in the end and the eldrazi would move onto new prey.
Antius is interesting for a sphinx lord and I would say fits their theme.
Leovold seems like an appropriate evolution of the character and his mechanics.

Sacrifice an Assembly-Worker: Add 2 colorless mana. Spend this mana only to cast artifact spells.
Figured this would help make Mishra, Artificer Prodigy a playable Commander in Grixis.

A solution to the inherent card disadvantage of targeted discard in a multiplayer format as well as the problem of them being dead draws if opponents don't have cards in hand in being a one shot, super Shrieking Affliction.

Word of Command is a sweet card and I'm happy to see Dimir colors getting more cards like Hostage Taker and Thief of Sanity. I'd like to see this continued in mono-black with more cards like Gonti, Lord of Luxury or Praetor's Grasp. I can see lots of applications for this card, from nabbing a disenchant to get rid of some problematic artifact or enchantment to using a counterspell to protect a win condition.
Underworld Whispers

Whenever you draw a card, Underworld Whispers deals 1 damage to each opponent.
Psychosis Crawler as an enchantment and cousin to Underworld Dreams. While Dreams typically punishes the blue player for drawing too many cards, Whispers would more evenly distribute the hurt if you, say, had a way to draw lots of cards on your own. I don't think wheel decks need more win conditions but there are solid and fair uses of the card.
Curse of Mephistopheles

A "fixed" Chains of Mephistopheles that only affects the person playing Islands and/or an unfair deck since fair decks typically only draw one card per turn anyway. It's probably too good at 4cmc, but I think at 5 or 6 it becomes mediocre.
Yawgmoth's Desire

During each of your turns, you may play a card from your graveyard. You lose life equal to its casting cost if it's a spell. If a card cast this way would be put into your graveyard, exile it instead.
Yawgmoth's Agenda meets Kess, Dissident Mage and Karador, Ghost Chieftain. It reminds me of Debtors' Knell, a card I haven't seen in awhile, so the casting cost and life cost seems reasonable.

Lore: Antius believes knowledge treads a journey through past, present, and future, and it makes progress via mutual learning of many instead of solitude. To understand history, one must understand the correlation of events, bring them to life, and apply them benefitting a society. In debating and researching en mass, scholars strengthen themselves and each other.
Mechanic: Antius is a historian, so his abilities were designed with ideals of, 1) Learning from the past (exile from graveyard), 2) Allow idea to be present in debates and research with others (create enchantment token), and 3) Use old lessons to plan for future (return card to hand from exile). Because history is about ebb and flow of conflicts and order, Antius is Jeskai colored of WUR, to imply how he studies all information with eyes of duality and application.
Application: Antius is a versatile legend to lead an EDH deck with multiple ways to build around him. His ability to turn nonland cards into creature provide persistent offense and defense. Politic wise, he could create an army for his allies and becomes bigger when those tokens die. Antius’s death trigger allow one to play with exile effects (such as Delve) to great capacity.
1) Voltron: to retrieve wider range of cards from exile to hand when he dies.
2) Sphinx tribal: Because why not.
3) Enchantress/constellation: The tokens created are enchantments.
4) Self-milling: To exile for army/politic.
Weakness: Antius is very mana hungry and requires setting up the graveyard before his engine could roll.

You know i hate partner and planeswalkers but this card concept is really cool
Together it created the idea of an eldrazi that sought planeswalkers as its prey, but instead of immediately ending them and going onto the next meal, it provided essentially a faustian bargain in that both parties would have a mutalistic relationship but this same relationship would slowly become more parasititc for the planeswalker until the planeswalker fails in the end and the eldrazi would move onto new prey.

Leovold seems like an appropriate evolution of the character and his mechanics.
