It's long since been something I've been interested in building a deck around. Particularly, I'm interested in building a deck with some combination or inclusion of some of the following cards (about 4 of them in one deck, probably):
Considering these cards, it seems the likely deck I'd want to choose to do them in would be either something in Grixis or Esper colors, the latter seeming quite possible due to Sharuum the Hegemon, which unfortunately can't slot red cards and I'm unsure how to apply specifically for storm as opposed to gravestorm. (As I understand it something being put into play by an affect does not count as 'casting' a card for storm count) In any case, I'm interested in whatever deck might be able to reliably create an infinite number of storm triggers and protect the combo quite well. On the Grixis side, Thraximundar and Marchesa, the Black Rose also come to mind as possibly able to enable infinite triggers in some useful manner towards this, but I'm not sure how to approach those with this storm theme either.
In addition, it would be preferable if whatever deck I choose is built not to necessarily rely on accomplishing a storm combo and can use it at a late point in the game when appropriate, as I like long EDH games as opposed to trying to race the people I play it with. I want to aim for something that can survive for a good long while in a fair game of multiplayer politics with room for a control suite while still functioning well with ample resource development and card supply without losing out on its functional portion.
The obvious combination of these colors to do all of this under might also be Breya, Etherium Shaper but I'm not sure how to build a deck around that doing this, and 4+ color decks make me uneasy to begin with due to how awkward their mana bases appear to me, as well as possibly to restricting in options because of paradoxically having access to so many colors.
My personal favorite storm deck, at least as a concept, is Melek, Izzet Paragon, a bunch of stuff to ramp into him, Proteus Staff and whatever storm stuff you want in those colors.
My Jhoira Deck can win turn 1 (Constantly), very seldom do i have people not scooping by turn 4 if I have not yet won.
Only a few cards in deck are expensive (Sadly, they are the cards that make the deck work.)
It is in fact a storm deck though. Storm Eggs actually. (Well actually eggs that abuses a few storm cards like Aetherflux Reservoir. (Which is not really a storm card but works on the same principal)
I guess who could cut the more expensive cards and just run eggs storm, cutting the black.
With sharuum, Bitter ordeal is all you need, but it is an infinite combo you are going after which make it boring. If you go Sharuum, go for a deck that has many win cons and use bitter ordeal as ONE of them.
I've seen my Breya "eggs" deck get a relatively decent storm count while not really going for it - artifact(creature) recursion engines out of the wazoo without actually going infinite - all the ways to recur 1-3 cmc artifacts, artifact creatures that recur artifacts when they die, saccing artifacts to draw cards, making artifact tokens to do things with... a very tinkery, durdly, "I am not sure what I am doing, but it might be some kind of board/card advantage". Enough non-infinite back-and-forth for Disciple of the Vault, Sludge Strider and Furnace Celebration to be legit threats. Could certainly see storm being a pretty decent win condition late in the game.

Why not Dralnu? You can run a number of infinite spell combos in the color combination, and your commander directly contributes to your strategy. I built my deck around Paradox Engine/ScepterReversal, a slew of mana rocks, and tutors/card draw to win with Aetherflux Reservoir or Tendrils of Agony. It favors redundancy, resilience, and consistency over speed, so it plays like a typical control deck until it combos out. My more casual list can be found here and benjameenbear's more competitive list can be found here. It won't make you friends due to the combo turn sometimes taking a while, but it's one of the most enjoyable decks I've ever played. You get to cast a bunch of spells, generate a bunch of mana, burn through your deck at alarming speed, then you win because you have quadruple counter back up.
remember that you can always remand/unsubstantiate your own original storm 'card' (not the copies), to bring them back up to hand to recast.
It's one of the wincons of my legacy storm deck.
For bitter ordeal, you can always go 'bomberman' (auriok salvagers + LED) just to get storm to infinite (or whatever number you want). But at that point, you might as well go pyrite spellbomb without needing the grave storm.
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I'm going to old school recommend this one and say Dralnu. I don't run a specific storm list, but there's a nice control/reanimator balance that keeps the board well managed until you're ready to go off with Paradox Engine. It's sort of storm without running anything more than one storm card, Tendrils of Agony.
Definitely not as strong as some of the other recommendations here, but it's a lot of fun - and you get bonus points from lots of folk. Risking the downside of his first ability apparently makes you a badass, even though it's usually not a thing at all.

Crow Storm and Empty the Warrens possibly in conjunction with cards like Purphoros, Impact Tremors, or Mass Hysteria/other haste enablers within a deck that also makes use of those in other ways.

My storm deck (a bit unorthodox) is Animar, Soul of Elements. Storm is just one thing it does: Aluren, Horned Kavu or Shrieking Drake, and any storm win con (or Purphoros, God of the Forge).
On phasing:
Play artifacts, draw cards, return artifacts to hand, play MORE artifacts. Rinse repeat win
Last night played 3 games with her. Turn 2, turn 2 and turn 4 wins. Sadly my deck is expensive, with mox opal, mox diamond and mana crypt.
