I have a Surrak deck that is all creatures except for Primal Surge and Lurking Predators. It plays a ton of utility creatures and plays like a less combo-y Animar. One of my favorite decks to play and modify, I will most likely never take it apart.
I was just looking at this guy as part of the 98 for my vial smasher / thrasios deck. It's the flash that makes it unique and usefull. It's essentially a counterspell for counterspells targeting your creaturespells. From the commandzone though, this is not as powerful as it could be.
If i had to build around him, it would probably be a very similar deck, but with more creature based ramp. especially the new Nikya of the old Ways. With the trample effect I would run big dumb drazi, big dumb etb fatties and utilize most creature payofs that draw you cards.
Amongst the very few noncreature spells would be Zendikar Resurgent and the forementioned Primal Surge and Lurking Predators.
I’m looking for some good ideas for the theme of a deck with Surrak Dragonclaw. Any fun or unique ideas are welcome. Budget is mostly not a problem.

Tidal Control could be used to shut down some opponents for at least 3 or 4 turns potentially.
Look at recurring these types of enchantments with Dowsing Shaman.
Guile can be used in fun ways with this type of idea of countering.
