Your deck is excellent and the elaboration is clear. The only problems are the cost...i've used your deck to play with various archetypes and below is my comment.
I know fetchland + Crucible of Worlds is good but I have only one COW and that has been put in the Azusa deck i.e. I didn't put COW in the deck. I guess Catastrophe is used due to the presence of COW otherwise I can't see any point to bomb all my lands. I would suggest replacing All is Dust and Catastrophe by Day of Judgment, Harsh Mercy, Wrath of God or Supreme Verdict.
Living Death is removed as one of my friends are using Balthor the Defiled as Commander. Living Death is too risky to be used. I go for Nevinyrral's Disk and Pernicious Deed as the reset button.
There is a need to add Bonfire of the Damned in the deck. You may want to keep the number of black and red spell low but Bonfire of the Damned is the key to beat token deck.
I remove Skyshroud Claim and go for Soothsaying. Actually this card is rarely use i think and the activation cost is too high. The truth is that I can't draw Soothsaying for most of the time and it's full power is unknown yet (maybe i will changed to Enchanted Evening later). I want to ramp earlier and Mana Reflection is too hard to be cast i would go for Prismatic Omen (the function is different tho).
Last but not the list, I've removed Mystical Tutor and use Spirit of Resistance which fits for penta-color decks. Also I use Crystal Quarry as mana tuning.
As long as the mana is smooth, this deck's 1 on 1winning percentage is over 80%.
Whoa, and to think I didn't build this thinking on 1v1 matches... props to you, sum
What you have done is exactly what is expected of a body playing slivers: tune it to your playstyle and your meta. In particular you mentioned dropping Living Death because of a general being used often in your pod that renders it useless.
Bonus points for that Spirit of Resistance, I had not noticed it. I'm adding it straight away to the recommended card list!
I know I ranted against Chromatic Lantern on my non-sliver card guide, but I'm giving it a shot along with Cyclonic Rift and bringing back two oldies, Seedborn Muse and Unnatural Selection. If the changes survive another round of Cockatrice testing I'm adding them to the main guide.

I don't think you will be disappointed. Basically have guaranteed rainbow mana is just awesome on turn 3 [or earlier depending on your ramp package]. You can do some interesting politcal things with Unnatural Selection by giving an opponent's creature a Sliver type. I am lucky enough that my friend used to have an old school Legacy Sliver deck so he had a lot of 4ofs extra Slivers to that we can team up! Unfortantely for him he doesn't have a solid mana-base. I got some decent stuff [all M13 Ally Lands, Innistrad Enemy Lands, First wave of RtR Shocks, Scar Fastlands, Couple of Filter Lands, couple of rainbow mana] but not exactly top tier stuff like the rest of the shocks [waiting for gatecrash!] and original duals. But with Chromatic Lantern and Prismatic Omen I can hit rainbow mana very easily.
Also what are your thoughts on Sun Titan, Angelic Renewal and Conspiracy naming sliver? It seems to me it can get really stupid really fast depending on which sac'ing sliver you got. It also makes your other non-sliver creatures tutor'able by the Overlord.
Another thing to mention is Green's Sun Zenith. It can search for all 3 Legendary creatures as well as any green hybird sliver or non-sliver.
Welcome to EDH, Tanion. I hope you'll enjoy your stay
I ran Green Sun's Zenith but ended up ditching it because it turned out to be less awesome than it appears on paper. In my experience, at least. I suppose it works better when you have a higher sliver count, but I run too few.
Sun Titan... I admit I was baffled after a few instants of thinking what could I do with it on the current build. The possible synergies are scary. I'm not certain about it, but I'm adding it to the suggested card list right now.
Conspiracy, now, I consider to be a cool shenanigan--I mean, sure it's fun, but I don't ship enough non-slivers for it to be worth it, and there are cards that need that slot.
Angelic Renewal is a nice point defense that could see some use as a complement and backup for Crystalline Sliver, but once again, there are better cards IMO for the slot it would require. (Hell, sometimes even 99 cards are too few!)
Run both and add Vampiric Tutor as well. I also run Mystical Tutor.
In a 5 color deck, tutors are really good.
Mystical is debatable though.

Implemented the changes I was toying with, but left Seedborn Muse out and let in Amoeboid Changeling instead. The Muse is too awesome to risk a Bribery or similar stuff, and shipping the Changeling and/or Unnatural Selection does not make up for it.

Sorry to hear about Seedborn Muse but I think aside from it being a big bribery target, she is very good compared to the Vigilance Sliver in that in conjunction with Quick Sliver you can flash a bunch of crap at end of turn. I have been experimenting with Dauntless Escort as a blanket against Wrath effects and with conjunction with Sun Titan I can swing almost mercilessly into the battlefield without too much trouble. Another cool thing is that it is another Green Sun's Zenith target. I'm definetly taking out all is dust+ghostflame sliver for Cyclonic Rift as it is essentially the only wrath spell I would want since there are some colorless Generals in my meta like Karn or put a bunch of colorless artifact crap like Sharuum.
What are your opinions on Eldrazi Monument? is it more of a Sliver Queen rather than Overlord type of thing? I put it in but so far I haven't gotten it out yet but I'm not sure if it is... "win more" as opposed to Akorma's Memorial which is a huge kick in the teeth.
I almost want to put in Mark of Asylum to make Psionic Sliver do work because I don't know how else to prevent that hefty self-inflicted 3 damage efficiently.
I really like your "instant/sorcery"-less deck Crux. I don't know if I'm brave enough to try that. I like have instant options like Beast Within and Counterspells at the ready if I need to deal with Wrath or something my slivers cant get rid of. Perhaps I might replace Dauntless Escort with Rootbound Defenses as more of a surprise answer since Dauntless kinda has to be set up a little bit.
I'm still not satisfied with the aggro list. Probably adding Dauntless Escort + Sun Titan could make it a bit less brittle. That is something to experiment with. If you have anything to suggest for that build I'd welcome it
I considered the Monument myself once as a defense against boardwipes, but I could not bring myself to choose what to sack to make room for it. If you field the Queen, then the upkeep is not as painful to pay, and provided you keep counterspells on hand, it would mean your slivers don't go away, ever. Sounds interesting... Hmmm...
Now, the Memorial... at first glance, I would think it's not necessary since you can get that ability set with slivers, but having that many terrors in play means everyone will be frantic with desperation to get rid of them. I don't know, really.
Instead of Mark of Asylum you could consider Ward Sliver... if only it wasn't so damn costly. Also one of many slivers that add to toughness.
Brief update--the combo-control list is officially frozen into place and unlikely to see much in the way of changes, upcoming editions notwithstanding. We have reached a conclusion with our pod: counterspells just spoil the fun of multiplayer EDH.
I'm shifting all my efforts to the aggro list, which will be added to the primer soon.
EDIT: Large update to improve readability issues and add upon strategies.
Tentative build of the aggro list posted! It still needs some work, in particular with the mana base. I also wonder if it would make it funnier (yes, funnier, not deadlier) to remove combo-prone pieces (Mana Echoes jumps to mind) and replace them with stuff more suited for aggro.
I was told this deck is screaming for stuff like Sword of Feast and Famine... Me, I'm not a big fan of equipping slivers since that fancy gear does not mesh well with shroud, but it merits some thought. I require input from other servants of the Swarm
About the deck: in my personal experience against this MF deck i can say that if no one in the table shows a deep interest on what the slivers are doing we are all going to lose on turn 6/7. Every match needs for a group effort to slow down the slivers so the table can play on. The real catch isn't the Crystalline Sliver or the combo cards, the problem are the Mana-boost cards such as Mana Reflection or Gemhide Sliver, those are the targets for removal o global cleanse if that's the case.
The swords will be an improvement, specially Sword of Feast and Famine. I think i don't have to explain why.
The way i would play it: i think these tipe of decks can't be played combo if you want to win the game often, sure you'll win the first ones but as soon as your opponents realizes that you are THE threat it would be rare to reach turn 15 or even 10. I guess the aggro deck is the one. Hitting with a few slivers an then bombing a legion with flash/haste its orgasmic.
I found Boros Charm very interesting, as a way of proofing your stuff against boardwipes or one-shotting someone with your Overlord by giving it double strike in a hurry.
However, I didn't really like any one of those three better than Bant Charm. Dimir Charm may fill in for it in a hurry, but it's nowhere as useful in my book.

oh。。 Boros Charm maybe userul for sliver agroo or Voltron
one can a very useful Passive Ability to avoid Wrath of God]...
and the can help your deal lots damages in a round(think about it with Sliver Legion !)
40 life,21commander damage。。。easy
呃,combro or control。。。OK, Bant Charm its very good。。。。
Illusionist's Bracers seems like it would be insane for Overlord or the Queen. It kinda contradicts with our shroud sliver but if it connects... oh boy. Especially if Training Grounds is active. Although it might be win-moar...

To the people that say that a card needs to be a higher rarity because of Limited... I hate you guys so much. I present to you with this.
@asteriskreaper: Thanks a lot It took some work but paid off in the end. HUGE KUDOS to you for that quote below your sig. (I want SAC3!)
@Tanion: a friend of mine opened some Bracers on the prerelease and passed them over to me... but I gave them back to him. Maybe (again: maybe) they could find a spot on the combo list, but IMO they're, as you said, somewhat of a 'win moar' card. Now, swapping something out of the aggro list to make room for that... Training Grounds is combo-ish enough already. Still, I'm going to add it to the cool cards list, someone may like it better than me
Thank you Gref! The aggro list still needs a lot of love -- I intend to write a primer for that, too, though I'm a little short on time nowadays. Anything you have to suggest will be welcome
It's working pretty well. At this point I'm not sure where to go with this besides adding a Divining Top, Mirri's Guile, and Sylvan Library. They are all on my list, so I'll have those eventually...
I really enjoy the combo feel of the deck while being able to aggro in the meantime, or entirely. The toolbox aspect is also very nice.

I still run quite a few, but it's not even half that.
I don't see your mana base listed.
I'd look at ramp and a solid mana base.
I'd also kill diabolic tutor in favor of enlightened, worldly, mystical, and beseech the queen.

i dun use All is Dust. So I remove Ghostflame Sliver and go for Sedge Sliver which has 2 functions. I would increase the tempo by swapping Synapse Sliver with Pulmonic Sliver. I've increased the evasion by removing Hibernation Sliver and Homing Sliver to Shifting Sliver and Winged Sliver.
I know fetchland + Crucible of Worlds is good but I have only one COW and that has been put in the Azusa deck i.e. I didn't put COW in the deck. Living Death is removed as one of my friends are using Balthor the Defiled as Commander. Living Death is too risky to be used. I go for Nevinyrral's Disk and Pernicious Deed as the reset button.
Rhystic Study is too passive and slow and I have changed it to Memory Jar.
Leyline of Anticipation is changed to Training Grounds.
I would like to keep the casting cost of counterspells low. Replace Cryptic Command, Mana Drain (no money to buy this), Pact of Negation, Rewind, Spell Crumple, Time Stop by Absorb, Arcane Denial, Cancel, Counterspell, Deprive, Dissipate, and Undermine. (I know Arcane Denial is a rare card to be used in edH but I just love this one blue mana hard counterspell)
There is a need to add Bonfire of the Damned in the deck. You may want to keep the number of black and red spell low but Bonfire of the Damned is the key to beat token deck.
At first, I change Eternal Witness to Regrowth but later i change to Restock.
