so I wish to make a more casual multiplayer edh deck with Jori-En, ruin diver. I'm just really unsure about how to build one as I've never really build UR decks. I don't really know good themes or win cons in a Jori en deck
Since Jori En triggers on any type of spell, she's actually very open ended. Many builds focus on instants and cheap cantrips, so you can trigger her on your opponents' turns for extra value, but at that point the extra value just comes in getting more cantrips (my opinion on the matter). Often, lists that involve chaining lots of cheap spells turn into storm-combo lists, and while Jori prefers to cast spells spread out, you can use her to accumulate your combo, and then go for the big finish, having her give you early consistency. You can make any UR list into a storm list.
On one side, you can trigger her reliably on opposing turns by running a heavier control/permission spell, combining counterspells and cantrips in order to continue to get more control fuel. You probably still don't want to be trying to deny/fight each other player, but Jori can be used to mitigate the card-cost of using counterspells.
There are a number of spellslinger decks out there you can also model off of, that play a more tempo-oriented role that Jori would be good in, however, most of those are better served by other Commanders (Mizzix).
You can also use her as an artifact-centric commander. UR has long been wanting an artifact commander, but never really go a good one. Jori makes a decent stand in for an artifact commander, allowing you to keep the gas flowing. Sensei's Divining Top alone can be 'bounced' every upkeep to ensure you have a second spell to cast each turn. The filtration also guarantees you draw a business spell each time you trigger her, and you just add shuffle effects to keep the top fresh (this can go for any build, not just artifacts).
I'm personally looking forward to using her as an aggro commander, and using her ability a bit like Ephara, god of the polis, to restock my hand so as to not over-extend.
Spells with retrace can make use of extra lands you'll accumulate, and rebound spells can ensure an extra spell next turn, making it easy to re-trigger her. Likewise Etherium-Horn sorcerer's cascade means that he's 2 spells in one, which will trigger her alone.
Best Combo with that commander: Isochron scepter and any imprinted spell is awesome.
The scepter doesn't put the spell directly on the stack to resolve... it creates a copy of the spell... you can then choose to cast it or not.
So it counts as a casted spell *sqeee*
Imprint a simple burn spell or it can even be something simple like: Cerulian Wisps...
you pay 2 ... draw a Card ... cast something else... draw a Card....
If the power Level in your Group is not too high, then I would go for cheap instance spells and Card draw, so that you in each Players turn can cast 2 spells.

I agree with bob it's a really open ended deal you don't have to jump Through any hoops to have the card do its thing. In that sense you can do almost anything you want and have the card do it's thing and I've always been a fan of drawing from the command zone as well as cheap commanders it has some competition from nin in the instant matter department type deck for sure but despite that it looks really interesting.
I had an idea for the deck. You'd need a large number of cheap spells, possibly cantrips, that were also instants, and a regular control shell. If you were forced to play a spell on an opponent's turn, for whatever reason, you could then play one of your cantrips as a card draw. Otherwise, if you have enough mana and cards, you could chain cantrips at EOTs to draw cards.
Not sure how good it seems.

Whatever path you go, Vedalken Orrery and Leyline of Anticipation are good includes in order to capitalize on her ability more, as is Winding Canyons.
