Open into Wonder seems rather bad, I think. Almost all my creatures have evasion with Tetsuko down, and then it's just a Brain Geyser limited to the amount of creatures I can attack with. I only play 3 flyers, 4 if you count Morphling but I rarely give him that, just pump 2 times, so Windreader Sphinx is also a pass for me.

I'm personally inclined to disagree, based primarily on my experience with Edric. Drawing into Tetsuko Umezawa, Fugitive is one of the best plays/creatures in the whole deck and guarantees card advantage for my otherwise pathetic 1/1's. I often wish that Tetsuko could be my general instead of Edric since Tetsuko guarantees a combat damage trigger. Losing Edric as a commander is a let-down for sure, and diminishes the card advantage output, but Bident of Thassa is an artifact. With all the artifact tutors in U, it should be pretty easy to get that card into play so that you can consistently draw off of your otherwise feeble creatures.
Since most of Edric's evasive creatures are 1/1's with flying, I thought that Windreader Sphinx would be an additional, albeit expensive, source of card advantage. Open into Wonder is definitely expensive for what the deck is trying to do, especially when Military Intelligence, the other draw Saboteur creatures, Coastal Piracy and Bident of Thassa exist to supplement your card draw on top of the already excellent card draw pieces that U can play.

And I certainly appreciate your comments and suggestions. I'm quite sure this deck won't be as fast as Edric, but I'm not trying to make the fastest deck possible. I want it to be able to win against fairly tuned decks, though. I think Tetsuko can play in more grindy games, since there's so many draw effects. I only play 4-ish manarocks (ish, since not all of them ramps), but it havn't been much of a issue. The curve is overall really low. Did have trouble with colorless manasupplies though, until I used my Nykthos, Shrine to Nyx to make UU so I was able to pay for Invoke Prejudice. Then my mana was fine

I'm back from the abyss with a work schedule more conducive to play games of Commander. As stated I haven't gotten a great number of games in, but I have seen some good cuts to be made.
Riptide Pilferer -> Spellseeker: Pilferer has constantly under-performed, so I've decided to cut them from my deck. Spellseeker seems to have good utility being able to rip a small subset of good cards out of my deck.
Arm with Aether -> Vedalken Aethermage: Arm has been a pet card of mine, but never tends to work, much to my chagrin. The Aethermage on the other hand is very akin to my previous change. It'll help us achieve a better consistency in our deck as it's able to pull some key cards from the deck.
Tamiyo, the Moon Sage -> Tezzeret, Artifice Master: Tamiyo is one of my more liked Planeswalker personalities, but Tezzeret has more of what I'm looking for in a card from this deck. The ability to pump out some chumps and draw has proven initially as a nice way to provide some more consistency in the deck.
Hopefully, next time I won't be off the grid for so long again, but if anyone has any more suggestions feel free to post them and I'll be sure to look over them. Also, I'll hopefully remember to respond.
What do you think of the newly spoiled Nightveil Sprite. Surveil is sort of looting, and with this tacked on a evasive body for 2cmc, I think it warrent a spot in my build.

Nightveil Sprite is definitely interesting, but I'm wondering if the lack of GY synergy is going to make it worth it in the long term. Definitely worth testing. I've got a few cards I need to cut, despite my like of them.
Also yeah, the lack of cards that are desirable, for this deck, in GRN is somewhat disappointing, but it just means less cards I need to snag from GRN.
What are your thoughts on Murmuring Mystic? 1/5 makes it pretty easy for him to survive, and he creates more 1/1s that become unblockable with Tetsuko. Only problem I can see is the 3U casting cost.

Well, it also depends on how consistently you play instants/sorceries. I only have 21 of them in my build, a 5th of the total cards, so I wouldn't expect him to make that many tokens. We want to play a fair amount of creatures, so that gives less room for spells. He might be good in a Talrand deck, though.
I concur with Rogerandover's analysis on why Tetsuko most likely wouldn't be running Murmuring Mystic, unless you're more spell heavy. Even so, Docent of Perfection might still be more desirable if you're going that route. The deck tends to run a low total of Instant/Sorcery spells, so I'm not too concerned with such cards currently.
In other news, I'm going to be toying around with some changes shortly. The cards I'm looking at are True-Name Nemesis, Mindshrieker and Equilibrium. While the latter two are fairly self explanatory, True-Name is the more interesting choice. As Rogerandover stated in an earlier post, this deck does tend to shine in 1v1 Scenarios which the card shines in, but it also does help get through naturally for any effects and trigger the Prowl cost on 2 of our spells.
I can vouch for True-Name Nemesis being absolutely bonkers. In 1v1 it's basically a death sentence that can only be cleared by boardwipes, but even in a multiplayer setting it guarantees free damage on one opponent.
Mission Briefing whilst unassuming has been noteworthy in the few games. The ability to pay alternative costs with it has proven clutch, whether it's paying for an additional Overloaded Cyclonic Rift or getting a Capsize back to hand with its Buyback from the GY, Briefing only exiles if it would be put in the GY.
Nightveil Sprite has been a welcome addition as it does supplement the early game. The deck tends to struggle if it can't get an early source of draw, and while not draw per se, it can help even out our deck.
Awhile back I ditched Tetsuko in favor of Yuriko, the Tiger's Shadow . It's a solid commander, and the addition of Black allowed me to fill out many of Tetsuko's weaknesses. Problem is Yuriko has quickly become a notorious commander and I end up generating a lot of attention really quickly from the rest of the board.
Part of me really missed the subtle jankiness that Tetsuko brings to the table, so I started rebuilding a new deck from scratch. I'd love to know what you all think, especially if there is anything glaringly wrong with the list.
SafetyValve greetings, sorry it took me so long to respond work has been busy, and I've not really had too much time, or energy, to type out any lengthy responses. That being said, I've had a look at your deck, and there are a few cards I would look at cutting and adding.
Hope of Ghirapur, I've recently cut this card myself, and I've not looked back. Its ability often doesn't come up, and with no source of recursion or ways to leverage it in deck it's really sub optimal. In addition, your playing Mono-U, so holding up a counter in case of a Wrath effect. I would potentially think of replacing it with another endgame creature. Something that an answer is required for, I've been personally tinkering around with adding in something like Ulamog, the Ceaseless Hunger as in addition to some solid spot removal, it also fulfills the ability to be a late game threat.
I think you could probably cut one of your mass Bounce spells, probably Evacuation. I'd probably add something that acts as more permanent removal Nevinyrral's Disk or something akin to it. My card of choice is often All is Dust if you're curious.
Deep Freeze is honestly unnecessary. If you need more spot removal Blue does have a few options in Pongify, Rapid Hybridization, Reality Shift, and Curse of the Swine. I would choose Reality Shift as my first choice tbh. The ability to exile a creature is always much appreciated.
Finally, I'm not going to keep you all day, but the other big card I would consider removing is Kefnet's Monument. The ability to lock down a creature isn't always as relevant as the cost reduction. For mana rocks, I would look at Sapphire Medallion first, or potentially Mox Amber. If you want the effect on casting a creature you could be sassy and try either Bontu's Monument or Oketra's Monument, but only if you plan on acquiring a way to combo out.
Oh yeah, add Meekstone. The card does so much work in this deck. Most of the buffs that we use are temporary, so a card that only hoses larges creatures is just what the doctor ordered.

Thanks for the help! A lot of the cards you recommended cutting were ones I was considering cutting anyway, so that pretty much convinces me. These are all some pretty logical upgrades. I hadn't thought of using Meekstone but it really makes sense. It does shut off a few of my own creatures, but I think it's worth it for the damage it'll do to everyone else.

First and foremost, thanks for the kind regards. It always makes me smile a bit when I hear other people enjoy my work. Secondly, Quietus Spike is a little odd as you said. I've been having similar issues with it recently. It's an incredibly hard card to gauge when to use properly as the mana requirements are high and the political climate at the table changes greatly when played. To be honest, Loxodon Warhammer could probably slot into its spot relatively well. It does have the problem of not buffing our higher toughness creatures, but they're relatively minimal in number.

Your feeling of quietus spike is similar to mine.too costly yet it's something unpleasant but yet not fast enough I played loxodon warhammer in my deck along with venser's journal. iF your meta is 75% competitive... u will need more lifegain.
It looks interesting (didn't notice it during spoilers), but I'm not sure it's good enough. The draw effect just seems way to high, even at instantspeed. Even though the curve for my build is fairly low, it is pretty mana intensive. It might be worth testing though...

What kind of fat are you playing? I only have Morphling since it gets evasion for 2. Other wincon is Notorious Throng and Quietus Spike.
Edit: and now we got another competator in Yuriko. Guess noone will ever play Tetsuko at the helm again

Oh yeah, add Meekstone. The card does so much work in this deck. Most of the buffs that we use are temporary, so a card that only hoses larges creatures is just what the doctor ordered.

I would love to hear your thoughts on Quietus Spike. I thought it was an auto include for the deck at first but I had it in my hand one of the games I played and I didn't want to cast it. 6 CMC for a card that halves someone's life at the expense of a lot of hate from the rest of the table felt bad at the time. I'm gonna to try swapping it out for a Loxodon Warhammer, the lifegain seems nice for grindy games and the trample can help my Chasm Skulker and few other beaters get in for damage.
First and foremost, thanks for the kind regards. It always makes me smile a bit when I hear other people enjoy my work. Secondly, Quietus Spike is a little odd as you said. I've been having similar issues with it recently. It's an incredibly hard card to gauge when to use properly as the mana requirements are high and the political climate at the table changes greatly when played. To be honest, Loxodon Warhammer could probably slot into its spot relatively well. It does have the problem of not buffing our higher toughness creatures, but they're relatively minimal in number.
