Just got back from GP Portland, and I was able to pick up some sweet swag for the deck. I was able to get my Bloodforged Battle-Axe altered, and I'm way too pleased with the results. Military Intelligence got a nice signature over it. In addition, I'm probably dropping in a Mutavault as just an Island replacement. The ability to trigger Prowl, and a few other abilities is really nice. Finally the big change, I was able to snag a copy of one of M:tG's most infamous cards. Invoke Prejudice is going in, and is currently replacing Tezzeret, Artifice Master.

Island->Mutavault: Just a minor change. I want to see how it plays out, I've got a couple more decks that it might be played in, but I want to see it here first. Ideally, it'll just allow us some extra card draw with some additional synergy with Master of Waves and Prowl triggers. Tezzeret, Artifice Master->Invoke Prejudice: Tezzeret has been consistently underwhelming, and my recent acquisition of a copy of a infamous terrible, terrible card has made the swap over easy.

Finally, I was able to get 2 games in at the GP, non-events if you're curious, I went 1-1 with the deck. I'm really pleased with the results too.
The first game I tried to slow roll the table to get a feeling for everyone, and it didn't go so well. I was up against Muldrotha, Aurelia, and Arjun. I became an early target as the Mono-U player, and the fact I stole the opposing Muldrotha after he cracked L.E.D. I tried to politic the table to defer the aggression, but it didn't work for long. I really tried to be nice, and discarded some of my more potent hate pieces as I didn't want to come off as rude to a new playgroup. In the end, I lost but had a great time in this game.
Second game though, I crushed the table. I was against a Kaalia, Riku, and another deck which I can't remember. I was able to establish a good draw engine early, and began to gain some card advantage, in addition to some early mana ramp. The Kaalia player swung early against me, dropping an early Avacyn. Turns cycle around, and I was able to use the combination of Vendilion Clique and Equilibrium to get rid of the Avacyn. They come back with tutoring Avacyn into hand and drop it again. Meanwhile, the Riku player copies Avacyn with a Dack's Duplicate, other player clones the Duplicate Avacyn. I bite my lip as I'm really close to being knocked out of the game facing 3 Avacyn's. It comes back to my turn, and I'm able to, with all of my draw effects, get roughly 16 cards off of my deck. I pull a Notorious Throng and Master of Waves which eventually chained into a Expropriate, and a Mission Briefing-powered Throng for the win.
Lately, this deck has been a blast to play, and I'm hoping the updates don't stop for awhile. If anyone has any suggestion be sure to pop-in with them. I'm always up for some discussion.

This really makes me happy to read. I always saw Tetsuko as a janky, underpowered pet project, but seeing you were actually able to win a game against competitive decks really makes me want to work on getting some better cards for my own deck.
I wouldn't say that Tetsuko is the most powerful Commander in her color, but she's certainly fun to play. I love personally sitting down to a table, and getting that quizzical stare because of my choice of Commander. Tetsuko also has the added benefit of being backed up by some pretty powerful tricks, due to her color. In addition, I'm looking at a fairly largish overhaul in the near future, dropping some of the more niche hate pieces like Revoker and Obstructionist, and adding in some more pieces to speed up our game plan.
That being all said, I will say that Tetsuko, since I first made this list, has had her steam somewhat usurped by Yuriko, but she's always been seen as a different variant of a commander like Edric anyways. I prefer to bring to the table a Commander that others haven't seen. That was part of the reason I use to run Diaochan, Artful Beauty for Mono-R. I love seeing different variants of specific Commanders, but after playing for so long it does get fairly blasé after sitting down to a Commander game to see a Kaalia, Nekusar, and Edgar Markov deck across from me. It's not even that I dislike when people play popular commanders, but rather it does feel like there is a reluctance for people to try out some of the more innocuous legends.
In summary, yes she's a little bit janky, but running some of the more underutilized legends does have a charm all of its own. I would rather when playing a format like Commander, one that I would say is rife with player self-expression, play something that isn't seen frequently enough. Me making decks and potentially inspiring people to make something that they can be proud of does make me happy. Besides just because it's janky doesn't mean it can't have moments of power.

So Ravnica Allegiance is just around the corner, and by the looks of it there's no real must have goodies for this deck, much to my chagrin. Though, there are a few cards that bear mentioning.
Gateway Sneak: This is the card I'm most confident on making the cut. It has most of the qualities that this deck wants. Drawing cards and having 1 power is definitely tempting, though I would of preferred the power and toughness reversed for equipment usage. He's probably going to see play within the deck, and most likely will be taking the place of Riptide Entrancer, imo.
Eyes Everywhere: Okay, I actually like this card in a more budget focused decklist. It provides constant value and some political applications. While it's not going to make my current build, I could see this going into a much casual oriented Tetsuko decklist.
Mass Manipulation: I'm seeing this as an adequate finisher for people that don't have access to Expropriate. It does have the ability to steal Planeswalkers which is fairly unique in the world of blue Mind Control spells. It might be more preferable in a meta that runs rife with Superfriends decks though.
Verity Circle: Another interesting card that probably doesn't make the cut. The abilities are all fine, but I'd rather have a way to tap down creatures that wasn't so monstrously expensive. Play Opposition instead, it's much more flexible, and can provide huge tempo swings on stalled boards unlike the circle here. Hmmm, now that I think about it I might need to find a place for Opposition.
That's my thoughts on the upcoming Ravnica Allegiance for this deck, while not great, it's does provide some tools worth pondering. Hopefully, I'll see all of you guys back for the set, or some decklists of your own. Keep brewing and see you all later.

Woah, just need to share this game I played yesterday.
It was against Arcum Dagsson and Edgar Markov. Edgar started off with a Sol Ring and a signet off of that. Dagsson and I both rolled our eyes. Turn 2 he plays vamps, and start attacking turn 3 at Dagsson. Edgar comes down turn 4 or 5 I guess and now Dagsson takes a huge swing. I imprison Edgar with Imprisoned in the Moon, and Dagsson now mange to tutor for Nevinyrral's Disk, which he pops his turn (misplay), since Edgar plays Teferi's Protection in response. Edgar procees to kill Dagsson. I thought it was over (I was at 20-ish life), but I had Cryptic Command and a Snapcaster Mage in hand, so I thought why not try. So I play the turbofog game, tapping all his creatures and drawing a card for two turns. I tutor up Riptide Laboratory with an Expedition Map. I had also played Umezawa's Jitte, which Snapcaster had attacked with a couple of turns, and think I let a big hit in, since I went down to 7. Then I draw into Cyclonic Rift and set Edgar way back. His turn he plays Purphoros, God of the Forge, but I counter it with an Forbid that I buyback. Edgar had played an Exquisite Blood early which had gained him almost 40 life, so he sat at 99 life. He tutors for Sanguine Bond with Enlightened Tutor, and then proceeds to play Exquisite Blood which I counter with the Forbid again (which was a misplay, wouldn't mind him gaining more life then he already had). Then he plays some vamp, that drains my life down to 2 and attacks with 4 power but I manage to survive by using my Jitte counters. On my turn I attack with both Snappy and Tetsuko that now has a Quietus Spike on him. 2 counters on Jitte, bounce Snap which I play to flashback Curse of the Swine getting rid of his 4power flying vamp. I pass the turn with a Force of Will and Surrakar Spellblade in hand. Edgar is hellbent, drawing the Sanguine Bond, which I didn't see as a threat, but luckily I notice one of his vamps has lifelink. I counter with FoW going down to 1 life. He attacks with 7 power. I block a 3 power creature with Snapcaster that has Jitte on him, killing both. Use my remaining 2 counters to gain 4 life, which I loose again. On my turn I draw into Knowledge Exploitation, I attach Jitte to Tetsuko and attack (Edgar now goes down to 6), play Knowledge Exploitation for prowl. I pick up Edgars library and the bottom card is Demonic Tutor - "well, that'll do" I say, play it and finds a Time Warp.
Haven't made any real changes to this deck since my last update, and War of the Spark was incredibly mediocre for this deck as a whole. Though Modern Horizon's does bring Blue some interesting tools. I really like the look of Archmage's Charm in this deck. That steal effect is on-point for this deck. I'm thinking most likely dropping a different counter for it.

SO I posted my earlier update, and without fail they reveal the Naga ninja like a few hours after. I'm curious on what to cut. As I stated in the main thread for it, I think Sakashima's Student gets the axe most likely as they never seem to pull their weight the timing window for them is often to narrow for my liking.
My initial gut feelings with this set currently are these switches are to be made.

Let me know how Archmage's Charm works out for you. I don't know about it. Occasionally it will give you a Sol Ring, and the draw 2 at instant speed can be cool too, but I'm just not sold on any of the modes.
Mist-Clan Ninja is a solid inclusion for this deck, but I'm also quite exicited about Watcher for Tomorrow. I'm not sure if I have enough flicker effects for it to really shine, but I'll give it a try.
So with Modern Horizons fully out in the open I've been meaning to make a long overdue update (I didn't update with War of the Spark since that set was mediocrity incarnate when looking for cards for this deck). Overall, I think Modern Horizons gives us a few interesting options for the deck, and I'm more than a little excited for testing out these cards.
Mist-Syndicate Naga: Talk about a card tailor made for Tetsuko, currently I'm not too sure on what I'm cutting, but it's most likely either Nezahal, Primal Tide or Sakashima's Student, as mentioned in my prior post. I need to mull over this some more, but it's definitely going in here, but it's just a matter of where.
Archmage's Charm: This is another I want to fit in. My initial impressions were for a replacement for Cryptic Command as a way to lower the cmc of my deck, since I want things to be more active whilst requiring less mana on board. This one needs some extensive testing, but I'm curious on how it plays overall.
Force of Negation: Another interesting counter for the Mono-U deck, who would of thunk it? When I can finally get my hands on it, I'm going to try and dropping Pact of Negation for it. Both are solid cards, and while Pact has some solid upsides, like being able to be tutored by Tolaria West, I think its negative is far worse than the negatives of Force. This not a card I'm going to actively seek out because I think it's really not that much better in the deck, but if I do see it for a good price I won't hesitate on picking it up.
Watcher of Tomorrow: The final card I'm really interested in from the set. With more ways to bounce or flicker, I think this would be more then a worthy inclusion here, but as is currently I don't think I can fit it in. Much to my chagrin, I will have to pass on it for now.
Bonus Round: General Deck Updates
This is just some generalized deck updates to help smooth out the deck. Whilst there aren't too many, I do have some future ones in the back of my mind, but I just need to acquire the cardboard first.
12x Island -> 12x Snow-Covered Island: This is more a meta call, but with the recent release of Horizons I know multiple people have already gone on Extraplanar Lens, but this is compounded by the fact that a local player has also found out about the joys of Wake of Destruction. Since we are mono-colored I'm switching to 50/50 split of basic and snow for the time being.
Search for Azcanta -> Intuition: Search has never been a card that's impressed me too heavily here, and with the recent deconstruction of my Narset deck, this seems like a good home for the Intuition that was in the prior mentioned deck. From the games that I've seen it, it's been really nice. Oft times, I've been able to eke out a victory from this devious card.
Riptide Entrancer -> Gateway Sneak: This card's been out for awhile, but a formal update has never been made for the deck. Entrancer tended from my experience to be much too slow for my liking, and more on hit draw effects that synergise with the deck is never a bad option, especially since if we don't see one of these effects early this deck can really flounder.

Also, if equipped to a clone could allow for some interesting shenanigans. What are your thoughts on that as an option. I'm worried it might be a bit too slow.

We had similar thoughts on the blade. As for the list, it's still a work in progress. I'm finding some of the same things as you in my goldfishing tests (that Tezz may not be something I want here for example). I like where it's going at the moment but I'm also seeing that this is a deck that's going to take time to learn how to play and get into the right mindset for its play pattern. Also, one of the big problems I have is that I don't have access to some of the cards I'd like to use. Jitte's exclusion here is part of that. If I could ever manage to get one it's an obvious inclusion but since this is intended as more of a 5-6 power level deck it's less of a priority. List is here

I'd also like to say that so far, Mist-Syndicate Naga seems absolutely amazing. If you drop it in tapped and attacking off of Tetsuko on turn 3 it can get out of hand pretty fast assuming nobody's got a board wipe.
Sorry for taking so long to get back to you, stuff irl kept popping up and this thread kept getting pushed to the back of my mind. That being said, I like the look of your deck a lot, but there's a few cards I would tryout, besides the prior mentioned Guildpact Informant.
Notorious Throng is legitimately one of the best cards in the deck for Tetsuko. The amount of power and board presence that it gives you is unparalleled for the deck.
I would probably also look at Muddle the Mixture as a way to grab a quick infect creature, or removal in a pinch. You have a lot of CMC 2, so it seems pretty good.
A card I've been looking at myself for Tetsuko, which is dirt cheap I might add, is Turbulent Dreams. I could see this as being a budget replacement for Cyclonic Rift in your deck. While lacking the instant speed, with the low cost and the amount of cards a Tetsuko deck can draw this could be a good way to use even the worst cards in your hand at any moment.
I think the only other card I might consider would be Corrupted Conscience. Not only is it a way to steal an opponent's creature, and give it infect, but it can also give one of your own creatures infect as well.
Overall, I really like what you've done with the deck, if you have anything more to say I'm always happy to hear peoples experiences with Tetsuko decks. Hopefully, I hear back from you soon.

I'll look into Notorious Throng. The Guildpact Informant might be a nice counterpoint to Thrummingbird, especially since I'm not fond of Flux Channeler in my goldfishing but I'll need to actually assemble the deck and test. I've considered Corrupted Conscience in the past and it was in another version of this list. Might be worth slotting back in to try but it REALLY makes me wish Psychosis Crawler dealt damage instead of causing the opponents to lose life.
One of the interactions I really like (at least in theory) is Psychosis Crawler and Stolen Identity. Especially for a lower power meta getting to copy the crawler over and over again can add up quick. The thing I REALLY want for this deck is Extraplanar Lens.
What would you recommend cutting for the Conscience and the Throng?
Sooooo, the recent banning of Invoke Prejudice, a card I completely agree with banning for what it matters. I bought the card with full awareness that this could happen one day, so the banning hasn't taken me by surprise. In addition, I've not gotten many games in with the deck since COVID, and the only players that I could of played with have relatively tame decks in comparison to my Tetsuko deck. I'm left at an impasse as Magic hasn't been something I've been keeping up with especially since this Standard has been one of the worst ones I can recall, so not even Arena has drawn me towards it. Finally, nothing has really come out to slot into this deck other than a few cards, with the exception of Fierce Guardianship, a card which I'm not willing to spend money on currently, I haven't really felt a need to update.
Invoke Prejudice -> Reconnaissance Mission: A fairly easy swap with the aforementioned cards banning, and not one that should take people by surprise. More Coastal Piracy effects is something that this deck wants.
Back to Basics -> Ghostly Pilferer: I'm cutting this more just because I really don't play this card as many of the people have started to shift to more fun decks, and is often feel bad for the rest of the table. I still have a soft spot for my original vision of deck, but this is one card I can cut.

I've worked up a new version of the deck I'm finding surprisingly enjoyable. Scourge of Fleets at the top end coupled with some of the bounce and clone effects gives me some push in the late game and I've been slowly messing with more of a go-wide theme.

Then he plays some vamp, that drains my life down to 2 and attacks with 4 power but I manage to survive by using my Jitte counters. On my turn I attack with both Snappy and Tetsuko that now has a Quietus Spike on him. 2 counters on Jitte, bounce Snap which I play to flashback Curse of the Swine getting rid of his 4power flying vamp. I pass the turn with a Force of Will and Surrakar Spellblade in hand. Edgar is hellbent, drawing the Sanguine Bond, which I didn't see as a threat, but luckily I notice one of his vamps has lifelink. I counter with FoW going down to 1 life. He attacks with 7 power. I block a 3 power creature with Snapcaster that has Jitte on him, killing both. Use my remaining 2 counters to gain 4 life, which I loose again. On my turn I draw into Knowledge Exploitation, I attach Jitte to Tetsuko and attack (Edgar now goes down to 6), play Knowledge Exploitation for prowl. I pick up Edgars library and the bottom card is Demonic Tutor - "well, that'll do" I say, play it and finds a Time Warp.
That felt really good!

Mist-Clan Ninja is a solid inclusion for this deck, but I'm also quite exicited about Watcher for Tomorrow. I'm not sure if I have enough flicker effects for it to really shine, but I'll give it a try.
So with Modern Horizons fully out in the open I've been meaning to make a long overdue update (I didn't update with War of the Spark since that set was mediocrity incarnate when looking for cards for this deck). Overall, I think Modern Horizons gives us a few interesting options for the deck, and I'm more than a little excited for testing out these cards.
This is just some generalized deck updates to help smooth out the deck. Whilst there aren't too many, I do have some future ones in the back of my mind, but I just need to acquire the cardboard first.

Blade is a card that I've always considered, but my main concern is the amount of aggression it can defer onto you, especially with infect. Whilst I think this deck can do well in a multiplayer setting attacking everyone equally is not my general gameplan. What sources of Infect and Proliferate are you running? I might even look at the War of the Spark card Guildpact Informant from the Jace Planeswalker deck to further my means in a deck like that. In addition, could I see your decklist pretty please.

We had similar thoughts on the blade. As for the list, it's still a work in progress. I'm finding some of the same things as you in my goldfishing tests (that Tezz may not be something I want here for example). I like where it's going at the moment but I'm also seeing that this is a deck that's going to take time to learn how to play and get into the right mindset for its play pattern. Also, one of the big problems I have is that I don't have access to some of the cards I'd like to use. Jitte's exclusion here is part of that. If I could ever manage to get one it's an obvious inclusion but since this is intended as more of a 5-6 power level deck it's less of a priority.

I'd also like to say that so far, Mist-Syndicate Naga seems absolutely amazing. If you drop it in tapped and attacking off of Tetsuko on turn 3 it can get out of hand pretty fast assuming nobody's got a board wipe.
Notorious Throng is legitimately one of the best cards in the deck for Tetsuko. The amount of power and board presence that it gives you is unparalleled for the deck.
I would probably also look at Muddle the Mixture as a way to grab a quick infect creature, or removal in a pinch. You have a lot of CMC 2, so it seems pretty good.
A card I've been looking at myself for Tetsuko, which is dirt cheap I might add, is Turbulent Dreams. I could see this as being a budget replacement for Cyclonic Rift in your deck. While lacking the instant speed, with the low cost and the amount of cards a Tetsuko deck can draw this could be a good way to use even the worst cards in your hand at any moment.
I think the only other card I might consider would be Corrupted Conscience. Not only is it a way to steal an opponent's creature, and give it infect, but it can also give one of your own creatures infect as well.
Overall, I really like what you've done with the deck, if you have anything more to say I'm always happy to hear peoples experiences with Tetsuko decks. Hopefully, I hear back from you soon.

One of the interactions I really like (at least in theory) is Psychosis Crawler and Stolen Identity. Especially for a lower power meta getting to copy the crawler over and over again can add up quick. The thing I REALLY want for this deck is Extraplanar Lens.
What would you recommend cutting for the Conscience and the Throng?
Sooooo, the recent banning of Invoke Prejudice, a card I completely agree with banning for what it matters. I bought the card with full awareness that this could happen one day, so the banning hasn't taken me by surprise. In addition, I've not gotten many games in with the deck since COVID, and the only players that I could of played with have relatively tame decks in comparison to my Tetsuko deck. I'm left at an impasse as Magic hasn't been something I've been keeping up with especially since this Standard has been one of the worst ones I can recall, so not even Arena has drawn me towards it. Finally, nothing has really come out to slot into this deck other than a few cards, with the exception of Fierce Guardianship, a card which I'm not willing to spend money on currently, I haven't really felt a need to update.
Invoke Prejudice -> Reconnaissance Mission: A fairly easy swap with the aforementioned cards banning, and not one that should take people by surprise. More Coastal Piracy effects is something that this deck wants.
Back to Basics -> Ghostly Pilferer: I'm cutting this more just because I really don't play this card as many of the people have started to shift to more fun decks, and is often feel bad for the rest of the table. I still have a soft spot for my original vision of deck, but this is one card I can cut.
