One of my playgroups wants to play Pauper, but the rules are must be Uncommon Legend (good thing we have many choices these days), and 99 commons. So I need something competitive against both Pauper and Non-pauper decks alike.
Slinn Voda, the Rising Deep sea tribal ramp? Monoblue is workable due to things like High Tide and Merchant Scroll being common, but why do you need to compete against non-Pauper decks? That seems unfair if someone tries to play decks with different deckbuilding rules than the rest.

Its a challenge for me, ever since ZombieShakes introduced me to pauper many years ago, its been about challenge. Anybody can put the most expensive cards in a deck and wreck face some of the time, but if you can build something on a budget that terrifies even the rich kids, thats saying something. Thank you for your suggestion but, mono blue with an 8+ mana commander does not seem very competitive to me in any format.
Update: At this point I am thinking about going with Rona, Disciple of Gix because of her synergies with spellbombs and B/U having access to the best common tutors and control.

If you want to go competitive, I think Tatyova, Benthic Druid or Adeliz, the Cinder Wind are your best bets. Too bad it has to be a legend, though, because that really restricts your options.
Zada, Hedron Grinder is also a ton of fun and can kill people extremely quickly. Definitely worth checking out.

Indeed. I've actually been working on my own version of Nin based on your initial efforts as well as what Upkeep and Alexandre have been doing with Adeliz.
Regarding Rona, I'm curious to see what you have so far and think it could be an interesting option. The biggest challenge with her is finding the right balance of artifacts so her ability is relevant while not diluting the deck. Additionally, according to Gatherer every time she leaves play you have to start over. Any previously exiled cards are no-go. Sivitri Scarzam is another consideration for blue-black if you want to draw out the game and win with commander damage, albeit pricey at 7cmc.
Are these games intended to be 1v1 or multiplayer? Is commander damage still 21 or lower?
Well I am guessing with Rona I would have to take steps to make sure I was not instantly killed with my artifact stuck in the exile zone, but it is a "may" ability, and I was only planning to us her as a wonky Sanctum Gargoyle, in the Peregrine Drake engine. Basically start out with Drake engine for infinite mana cast Rona to cycle spellbombs to draw out my deck and find a wincon, but since she is a one shot, I would have to run a few more counters for when someone tries to snipe her in response to me casting an artifact from exile.
It could still work, thought the other two might be better, UB brings the best CMC tutors. I will admit, I have always wanted to beat the snot out of someone with Wee Dragonauts, so Adeliz might be an idea too.
At any rate here is my rough draft. It is a WIP as I think there is only about 70 cards so far.
Looks like a good start. The number of lands are a little low for my tastes. I'd do 35 or 36 at the very least. Merchant Scroll & Mystical Teachings are definite includes as well.
I have a feeling Cabal Paladin will be cut, I have not tried it yet, but it feels win more. I will work on getting the other suggestions. As for land I am trying to stay around 33-34 lands, obviously the list is not complete yet, so I am still working on it. Thanks for your ideas Notion Rain looks good, I had no idea Submerged Boneyard existed, so thats and auto include.

Its kinda funny I started out with Strix in the list for protection, Thorn costs too much for non flying, Star compass does not sac for anything cool, nor is it bounce worthy, so Strix will be back in. As predicted in 3 games Paladin only yielded 10(x 2 players) damage(it mostly chump blocked). I took the first game with a blind sided combo (they didn't know what I was going to do, and the ones who had seen you(Zombie) play and knew the "engine", could not stop me), next two games I was pounded by creatures. I got close in all games, I just need to change a few pieces to get more power. All in all it played much better than I thought it would. Will be working on an official deck list here when I get some more time.

Notion Rain might be an alternative to either Read the Bones or Forbidden Alchemy depending on how aggressive you want to be in filling up our graveyard.
You'll also need some creature recursion as well. Cadaver Imp, Grim Discovery, Reaping the Graves, and/or Fortuitous Find are all solid options.
Let me know how Cabal Paladin works out. Looks interesting.
