I have sold off most of my legacy duals and various other legacy lands throughout the years as well as key components to many decks so I'm having trouble finding a deck to start out with. The cards it seems I have the most for is a sultai delver deck but I can't find a primer to ask this question in, is there a sultai delver thread? Tried to look up BUG too but all the threads are dead.
I also have miracles,but a friend told me it's dead since top was banned.
Dredge I'm missing three bloodghasts for modern(gave up on it after troll ban) and LED for legacy.
I have my twelve posts still, my dark depths and thespian, even a few gaea's cradles still. Have a single wasteland left as well as a single city of traitors and missing everything that goes with any of that.
I have full playsets of every modern dual though but that's potentially lethal in legacy.Worth the risk?
Anyways, I'm having a hard time finding a starting place, any suggestions on threads on here that might be helpful that are competitive enough to play with the top decks if a sultai delver primer doesn't exist?

Miracles isn't dead. People still play it. There are records of it on MTG Goldfish and TC decks. Just plays some different cards now. it's still a great deck, but no longer the monster it used to be. Sultai delver can also be found on MTG Goldfish and TC decks. Imho I'd go with Delver and eventually build into Grixis Delver. Up to you though.

BUG/Sultai Delver is still an active deck - it actually just took first place at Card Titan's Legacy Champs a few weeks ago. The winning list is here:
I'm not the hugest fan of this list, as I tend to prefer my Delver lists to be heavier on the Instant/Sorcery count (with a full 20 lands, 13 creatures, and 3 enchantments/walkers, this list packs only 24 instants and sorceries, while RUG Delver packs a full 30), but it's hard to argue with results.
The advantages of Sultai Delver over the "traditional" Grixis Delver are:
1) You don't need to splash a fourth color like Grixis Delver does with Green for Deathrite activations, so mana is a little more consistent, allowing you to play more double-Black cards like Hymn, Tombstalker, and Liliana the Last Hope
2) Sylvan Library, Abrupt Decay, and Tarmogoyf are available maindeck options.
The disadvantages are that Fatal Push as your primary removal spell sacrifices some of the flexibility that Lightning Bolt gives Grixis Delver, leaving the deck with a bit more trouble with walkers and getting the last few points in, and Goyf doesn't match up as well against opposing Fatal Pushes as Young Pyromancer does. Additionally, high reliance on double black mana costs makes the deck a bit more susceptible to land destruction, and the lower count of blue cards makes Force a bit less consistent. Red also offers more powerful sideboard cards like Ancient Grudge and Sulfuric Vortex.
Another list you might check out for getting started back into Legacy is Death's Shadow Delver. Because Death's Shadow benefits from self-pain, there's actually an advantage to playing only a single Underground Sea, with the rest of the "duals" being Watery Graves. This will save you tremendously on your budget (just the dual lands in the above list will run you $1500-2000). Here's a sample list:
I've been lurking around and it looks like it's either BUG threshold or miracles. I have only one FOW left sadly and one tarmogoyf though. I don't know if miracles is still viable but I'll build it anyways.
