A video I saw on YouTube the other day showed me a card that really peaked my interest. That card is (save the groaning) Grand Arbiter Augustin IV. I keep hearing about him in commander decks, but is it too ambitious to theme a legacy deck around him? I've been working on one for a couple of days now, but I'm having trouble cramming all that I need into 65 or less cards.
I feel like it’s waaaaay too ambitious to be tier 1.5 or even 2, possibly.
It’s a 4 cast and doesn’t actually stop anything that’s already been cast.
Thalia has cmc 2, and effectively does the same thing.
That being said, I’d love to be proven wrong. The more rogue decks to play against, the better. Maybe some sort of wu dnt shell? Or parfait? W splash blue stax/tax?
Some recent DnT builds have been playing an Ancient Tomb in the board. I could see a blue splash build running a couple of those main being able to support Augustin. My guess is that it's still too slow most of the time despite how powerful the effect is. I'm always happy to see new tech show up in legacy and there's plenty of room for pet cards in the format, so I completely support you trying.

If not, this might be the window for you to test - the meta's been slowing down a bit recently, and that allows DnT among others to add more 3-4 drops in their decks. This could work to seal the game totally.
What does your deck look like by the way? 65 cards feels a lot. Would i be close here?
How does that look? it's got some aggro, it's got some really solid taxing effects, land destruction, and it has very good long-term win with sakashima+ any taxing effect, mangara+karakas, you can use all your creatures as a toolbox package with recruiter of the guard, so you can vial recruiter in in response to an opposing fetch, and then flash in aven mindcensor.
That being said, a lot of the power of the deck is not based around grand auguustin. I'm sure you can make it more relevant though.
