Natural Order is most effective as an alternative win condition, like how Tinker is used in Vintage, as apposed to a build-around card. Progenitus is typically the best creature to get, although Empyrial Archangel is occasionally used against aggro.
The best deck running Natural Order is Bant Countertop, UGw Countertop, Countertop Progenitus, or whatever else you want to call it. Natural Order Rock is also pretty decent, as long as you play in a aggro meta. Both of these decks use Tarmogoyf; NO Rock probably gets along better without them.
I used to play GW Natural order and I used Progenitus and Hellkite Overlord. Sadly Balance is not legal in Legacy. I ran Birds instead of elves for mana, since you're splashing and sometimes when you're lucky you can use you Natural Order on turn 3.
Here's what I ended up with. It has not been tested at all against a live person just gold-fished and it seemed to do pretty well. Any comments are welcomed.
Sol Ring is banned. What is with the one of moxes and petal?
Now in my build I play and love pridemage. He is great on the attack, blows up bad things and you can replace the naturalize that can be a dead card for you alot of the time. You need more dudes that can win without the help of NO. Also, i dont think swarm is really going to help all that much and the berserks seem very out of place.
It seems like you are to worried about speeding out NO, you need a little mid game in there. Adding dudes like pridemage and kitchen finks will help out alot. If you have or can afford Knight of Reliquary, I highy recommend them. They can hit hard, fix mana colors or help power out NO (and they are green so you can sack them).
I also would slim down your NO targers to 2-3 at the most (I only run 1).

Why not just do elves with NO combo? He was already running a bunch of mana elves anyway. That just seems to be better than running a deck without goyf.
I'm not sure which elf list would be better, aggro or combo?
