The deck works by playing efficient creatures and then some mana-denial in the form of Stifle countering fetchlands, Wastelands and Rishadan Port. It aims to close out the game fairly quickly, similar to regular Delver strategies. Being Mono Blue gives it the ability to play Rishadan Port without worrying about color fixing.
Why bother with Mono if you have the fetches already for the Storm? It is effectively for just two Ports over, say, a R/U build that can throw its removal spells at the enemy's dome and play Pyroblast etc. That seems like it is not quite enough justification for my liking.
Trickster seems weaker than a cursecatcher effect (which is now EMN's flying spirit). Some decks don't search at all, and there are no Merfolk lords of course. For a couple of Volcanics (or economy Steam Vents) you get Fire/Ice, Bolt etc. I know you would probably then add the prowess guys and end up in R/U delver mode, but I can't see much beyond two Ports that mono U gives u.
Remembering Abrupt Decay is about, I would want a Divert effect in the 75.
I would consider the Ninja dude from Kami if it were a Modern deck.

The idea behind going mono colored is to shut off non-basic hate (although fetches still can get stifled and blood-mooned). I'm trying to find ways to fit in more rishadan ports, but, as always, delver requires a higher density of insts/sorcs to be more effective.
There are glaring weaknesses of being mono-blue, as mono-blue has very weak interactions with permanents, which is the. U/R delver has bolt + chain lightning, both much more versatile than most things blue has to offer. Ultimately I'm trying to create a deck that can negate the weaknesses of mono-blue decks through colorless mana denial. In terms of removal, something like repeal might be better tempo-wise, cutting chain of vapor.
For adrupt decay, I havent got a solid sideboard yet so theres room for changes
I can see the appeal of going dual/tri-colored, but this is an attempt to create a mono-blue variant
But the only non basic hate is wasteland (stifle-able and will hit your wastelands or ports), Stifles on fetches (that you are vulnerable to anyway), Back To Basics (which is rare), and Blood Moon (which R/U delver decks run happily in the 75). Basically going 4 Port is a reason to go mono u, but that negates your original concept of being vulnerable to non basic hate, which I do not honestly think RU delver is.
Your point about delver is correct- it needs a certain amount of instants and sorceries. Mono U delver is not getting enough of an advantage over two colour versions but if you were to play Back To Basics main you would have a reason to play mono U. But that is probably not a delver deck, more like a mono u permanent control deck with Propaganda side, Back to Basics main and Cards like Clique plus other flyers. Hell you might even find room in the 75 for Invoke Prejudice after 20 years of it being in nothing.
