looks interesting... have you tested it? i'd assume that you'd really want wasteland within your lands count. I'd probably knock off the grove and punishing fire package, and add wasteland, ghost quarter or force or something.
This deck would presumably be strong against other tempo decks, but i'm not sure how well it'd do against more control decks or fast combo. If you can't threaten a t1 counter, you're likely to lose to almost all combo decks (many of them can go off with 1 or 2 lands on turns 1-2).
This seems like a very odd build. On the one hand, you've got the RUG Delver creaturebase (more or less) and mana-base, but minus the Wastelands (which would seem perfectly fitting for a mana disruption deck). But then your spells seem to be taking a cue from Lands.dec.
Normal RUG Delver disrupts lands pretty hard with the combination of Wasteland and Stifle, and Daze and Spell Pierce capitalize on this to stop your opponent from accomplishing much. Rather than trying to re-invent the wheel, why not just take that basis and tweak it a little. ~2 copies of Life from the Loam in the flex slots to recur Wastelands can turn Delver into a real land-chewing beast. Maybe one copy of Crop Rotation to make sure you get a Wasteland in the mix when you need it.
