Rather than Tempo decks only playing a land or two they'd drop land every turn. Then they'd draw two, brainstorm the land they pulled up away and have essentially a 0-mana draw 5 spell. (you tap the blue from the islands you're pulling up.)
It's a ridiculous card in general and I think it may have more to due with color balance than anything else; but the fact you could run mono black with fetches/underground seas and gush for card draw is probably also a problem.
Imagine a Smallpox that hits only causes you to discard and nets you card draw..

That's the reason why. Draw 5 cards deep, put back 2 lands, then fetch and shuffle them away. All for a low cost of 1 mana and a fetchland, and 3 cards. You would even still have a mana floating afterwards.
