So far, none of these cards appear to be remotely Legacy playable. The reprint of Springleaf Drum is the most interesting thing in the set.

Pain Seer seems like a possible budget Confidant replacement. Very happy on my end, I already spend too much money on MTG.
I'm always curious about "when tapped" or "when untapped" triggers. Seems like something to keep on the combo radar even if there isn't anything right now.
Looks like another hyped set full of garbage so far. Expectations are extremely low. At best I'm expecting some interesting cards, like pain seer, but nothing truly good.

Pain Seer is certainly the best Bob-inspired card to be printed, but he won't be replacing Dark Confidant in anything in Legacy. I'm personally more interested in a deck with 4 Dark Confidants and 4 Pain Seers. I wonder if having the redundancy in bob effects would make for a powerful deck.

Pain Seer is almost never going to get to use his ability as he'll just die in combat (can't attack until turn 3 unless he was accelerated out turn 1).
Meh pain seer isn't remotely playable in legacy. I thought he was interesting at first but then I realized that phyrexian arena is better and phyrexian arena hasn't been legacy playable in a long time if ever.

Unless someone is messing with creature types, it's a strictly worse Voidmage Prodigy. Yuck.
Phoenix as a dark-horse in the set. If Dragon Stompy wanted to make a comeback, this is something to consider. You either cast a hasted + recurring 3/3 flyer for 2RR or a 5/5 flyer for 2RR. Hell, burn could use a card like this too. It isn't the bee's knees but I could see this being problematic.
I mean, hell, we're all on a forum for something that most people would describe as a "children's card game"...do what makes you happy. You are never too old to enjoy yourself.
When I was building budget decks a go-to of mine was Plague Spitter as almost every power card in legacy is either 1 toughness or worth a kill spell. The fact he killed 2/2s and blocking goyfs (sometimes) made him awesome.
The neat thing for me about pain seer is if I build in that direction again ever, he survives the regular trigger
Anyway, I think Koira's Follower could find home in RUG or Team America as a 1-2 of. She gives Goyf/Tombdaddy vigilance, pitches to force, is a standard bear, and can even ramp you a mana if you so desire (to help power out a TNN on two lands.) Forge stoker could be Big Red/Dragon Stompy/Burn/Goblin's new Angel of Despair. Why? Because for 2 mana S&T can't block.
Sure you lose one damage, but no need for landfall triggers.
I think it's another hot burn card especially when you can use it to knock out a chump blocker and allow your creature to come in for the attack, and deal 3 more damage.
I could see pain seer as a budget option or a combo card.
I think Searing Blaze is generally better.
Landfall seems like less of a problem than the creature having to die to get the damage to the face, and while the third point of damage to creatures isn't as relevant as it once was with Zoo being a dead deck (more or less) it can come up here and there.
With Searing Blaze the ability to toss it at a Goyf or KotR that won't die just to get the three damage comes up surprisingly often.
That said, Searing Blaze is a fringe card in an already fringe deck. No other deck but Burn really wants this kind of card. Other aggressive red decks, which are basically tempo decks at this point, don't need the efficiency of being able to remove a creature while still dealing damage to the opponent. They would rather have a sweeper like Rough//Tumble that can remove multiple threats from their opponent's board. They don't need the damage to the opponent because they use the red zone primarily and burn to supplement, whereas Burn goes to the dome primarily and uses the red zone to supplement.

Could he be good in some sort of BW Tokens/Dead Guy Hybrid with like Cabal Therapy, Lingering Souls, SFM, etc? I really like him, he seems powerful enough to see play somewhere in legacy, I'm just not sure where.

Are you counting RDW as Burn, as well? Cause, I think this can be seriously good in RDW as a way to clear a chump and then punch in your damage.
