The rating of Mystic might be biased by coming off Theros block, where all your 2 and 3 drops were also very powerful 4 and 5 drops (Bestow) so ramp was good at any point in the game.
Couldn't this be said of most 1 and drops though? Sure, top decking a turn 5 Elvish Mystic isn't great, but it's certainly no worse than top decking any random 1, 2 drop as well. At least the Mystic provides something other than just an speed bump. Simply put, decks need low curve creatures. Even a turn 5 Elvish Mystic means your likely casting that 7 mana bomb next turn regardless of if you hit a land or not. There are a lot of green cards I'd take over the mystic in pack 1, but once my deck is coming together, getting 1 or 2 is typically a priority of mine.
I think it's going to be similar to Generator Servant in a way. Do you have a great 6 or 7 mana bomb you want to power out early? You'll whirlwind slam an Elvish Mystic or Servant P2P1. Otherwise, there are simply better cards.

Yeah, the same could be said of any 1 drop... which is exactly why people don't usually play 1/1s for 1 in Limited. In other formats Mystic at least has the edge of contributing mana even as a topdeck. But since most expensive spells in the format have Convoke, the value is greatly reduced in M15 compare to the value of a mana elf in other Limited formats IMO.
As for 2-drops, at least bears are not completely awful topdecks since a 2/x will still trade with a number of things (or can gang up to trade with things) and represents a reasonable clock on an empty board. But a 1/1 really doesn't. I consider Generator Servant a much better topdeck than Mystic. Not only is it a much better body, but Servant also makes the opponent fear that you've been sandbagging some 7-mana dragon that you couldn't cast yet but now might hastily smash them in the face out of nowhere. Mystic is a better card overall, but I'd rather topdeck a 2/x over a 1/x any day.
