Since Dig Through Time is foil, shouldn't there be another rare? Dig isn't as great in draft as elsewhere, but Bellowing Saddlebrute, Monastery Swiftspear and maybe Set Adrift are the only other cards that come close to competing.
Dig Through Time for me, too. Digging 7 cards deep and getting 2 of them should get us what we need, be it removal or a bomb. Delve will bring it to a playable cost, even if it doesn't bring it down to the 2 mana minimum.
(Tiebreaker: Dig Through Time is all but guaranteed to put the necessary piece of removal and/or bomb in our hand, and it can readily be played in three different wedges, so...)
Jeskai Elder. In a morph format, two drops that can attack into 2/2s profitably are amazing. Also, it's on color and has delve synergy with our first pick. These are factors when your first pick is as good as ours...
I don't think we can really take another blue card here. Disdainful Stroke is worse in this set than most since morphs just go under it. Our cards so far are best for a Jeskai build, and Mardu Hordechief is a pretty good three drop, so that's my pick. Lots of ways we could go here, though.
Hordechief is fine, but we're committing to jeskai by taking a white card. If we take a green or red card instead, it's playable in twice as many decks.
The hordechief also competes with other three-drops, which is the most competitive slot in the format. So even if we are jeskai, the leaping master might be better here, as we can count on picking up a replacement-level morph later in the draft.
Other considerations are both the lands. While not pairing directly with blue, they are good enough to speculate on, especially the fetchland, which fuels delve and slots into a controlling UGxx deck splashing for some temur/sultai cards.
Finally, Sultai scavenger is the most powerful card in the pack, but it's off-color and competes with dig through time.
I think it comes down to the fetch or the Temur Charger, and I'll take the less speculative card. We'll play it in many versions of this deck, and it's only a tad less powerful than hordechief.
Sultai Scavenger. Yes, it competes with DtT, but we don't need to delve a lot of cards for the Bird Warrior to become playable. Moderation is key with delve. And we should get some fueling cards for that mechanic so that having a few delve cards in the same deck is viable.
Sultai charm. Runner up is monastery flock, which has a ton of utility. Nothing is more frustrating than flipping it for a free mana after it's been targeted by a bring low or whatever. It's not flashy, but it's the most cost-effective and flexible morph out there.

The hordechief also competes with other three-drops, which is the most competitive slot in the format. So even if we are jeskai, the leaping master might be better here, as we can count on picking up a replacement-level morph later in the draft.
Other considerations are both the lands. While not pairing directly with blue, they are good enough to speculate on, especially the fetchland, which fuels delve and slots into a controlling UGxx deck splashing for some temur/sultai cards.
Finally, Sultai scavenger is the most powerful card in the pack, but it's off-color and competes with dig through time.
I think it comes down to the fetch or the Temur Charger, and I'll take the less speculative card. We'll play it in many versions of this deck, and it's only a tad less powerful than hordechief.
