The best way to set up a consistent 3c mana base in Modern is to run fetches and shocks. Keep manlands and colorless producers down to singletons, generally speaking. Here is an example of my Bant mana base:
Generally speaking Fetches and Shocklands are best, but you can probably get a reasonable manabase with Scars duals, Innistrad Duals, and some of the Shadowmoor filter lands. You're definitely going to have to shell out some $ to consistently get color fixing at 3+ colors. I'd either get fetch/shock or drop your weakest color, I'm sad to say.
There's also some good green color fixing. Do you have Birds of Paradise or Noble Hierarch?

Unfortunately, the alara land cards aren't as effecient in the modern format as they would appear to be. The ETB effects hinder the deck. Also, if you need ghetto fetchland, use terramorphic or evolving wilds over the panorama cards. The panorama cards are just flat out less useful. Here's what I would do given the cards you have:
As everyone has already said, the optimal land base in just about any modern deck is going to be the combination of zendikar fetchland and shockland from ravnica. That being said, you should try to acquire these first, the fetchland is probably a better priority seeing that fetching basics to come into play untapped is usually okay. You need to try to acquire the following (in somewhat order of importance):
So, Raalic's manabase is optimal, but in other three color decks, all you need is one of each of the shocks you need (minus the breeding pool) plus as much fetchland as you can afford to run. Here's a possible mana base you could get for less than $100 (assuming you already have the glacials and sunpetals) and still have it work (mostly) just fine:
In the case of Bant, in particular, the mana base usually also includes 4-8 mana dorks and kotrs. This will allow you to focus a little more heavily on green in your land base to save some $$, and the kotrs make singleton utility lands much more playable. It's not safe to rely really heavily on mana dorks, because they die; but it should definitely be a consideration.

That would be true, except noble heirarchs and KotR's are almost just as expensive. They are a little bit cheaper though, so I guess you would save a bit.
Im actually receiving more color screw hands and hands that consist of all non-basics, making slower plays cos of the EIPT. Im at the stage of tuning the manabase but i have no clue how to tune the EIPT lands cos they required Basics to null their EIPT effects. Any suggestions?
@All: Im afraid that playsets of fetchlands and shocklands are not within my budget right now.
On a side note to Mods: Is this the forum that is competitive? Just moved my thread to the respective sub-forum as collecting playsets of fetchlands and shocklands is quite impossible for me.
I do have 4 Noble Hierarchs but as mentioned, I do not consider those as my manabase as they draw hate very fast.
Any rule of the thumb that comes to building >=3 color manabases?
I was hoping Wizards reprint the Rav Shocklands this RTR Block.
I appreciated the suggestions for Shocklands/Fetchs and understood that those lands are somewhat a gateway for Modern. I will work slowly towards this.

2nd hand on the play & 3 following turns: 2 terramorphic expanse + 2 sunpetal grove
3" : 1 Island + 1 sunpetal grove + 1 glacial fortress
4" : 1 seaside citadel + 1 sunpetal grove + 1 Island + 1 Forest + 1 terramorphic expanse
City of Brass is the original old-school mana fixer, might work in a pinch.

Outside of shocks, the painlands are best for you since you're on a budget. I would do a full set of City of Brass. Run Finks for a bit of life gain. If you can, Fastlands would be great. Checklands are good if you have fetches and shocks to support them.
