You can always start a Delver Tempo deck. I prefer esper delver personally for tempo though UWR is by far the most popular version. We still have a little while before the modern season starts and you can get a good amount of the necessities with $200 and quickly fill in the rest. I actually was invited to this trading website called pucatrade and I have never gotten my uncommons and commons so fast.

I think you can build splinter twin for that. It's really a lot of cheap cards. I think the land and kiki are the two most expensive cards and they're not that bad.
My vote goes towards death and taxes, but there are plenty of decks you can build for that price. You could probably build a pod variant, storm, splinter twin, affinity, etc.
RG Tron is pretty cheap. The most expensive cards are the 4 Karns, 1 Wurmcoil, 1 Emrakul, 1 Ulamog (if you want to play it), and 4 Grove of the Burnwillows. Everything else is just a cheap common or uncommon.
Affinity is dirt cheap, and also one of the best 5 decks. just sayin
We really need to update the list of decks and their prices thread, wherever it went.
I'd be willing to do that if a mod would sticky it for me, unless the OP of that thread would be willing to update the old one.
On that note here's a list off the top of my head of some decks under or around $200 with some of the pricey cards in the decks:
exarch twin - steam vents, splinter twin, scalding tarn
storm - steam vents, scalding tarns, past in flames
RDW/burn - nothing, unless you're splashing black for bob
r/b vamps - vampire nocturnus (about to go up again, too thanks to the spoiler), bloodghasts, bloodcrypt, blackcleave cliffs
modern knights - fetch land, KotR (if you're splashing green), elspeth, aether vials
modern elves - almost nothing in this deck is expensive
Death and taxes - aether vials is about it, everything else is pretty cheap minus the land.
Tron - karn, wurmcoil, emrakul, and the tron lands and dual lands, whichever color you choose.
soul sisters/martyr proc - can't think of anything in this deck that's expensive really...

Anyways, the list in your post does seem pretty accurate when listing the expensive cards. Though what is "minus the land" for D+T? The land isn't expensive; it's like tec edge, plains, and ghost quarter.
I recommend the same thing every time to someone on a budget. Affinity. Dear God, just buy Affinity. It's easily the best deck you can build for <$200.
If you don't like aggro, Storm/Twin is pretty good and cheap, though not as good as Affinity.

While what you say is perfectly true, those "most expensive cards" are quite expensive- coming to $135 total ($151 with Uli). LOL I don't know what is in the rest of the deck, but it is pretty funny that 10% of the cards in the deck make up 90% of the cost.
If I were on a $200 budget, I'd play UR Storm. People forgot it exists and I bet you'd steal a bunch of matches.
Who people? Storm is an ever present thorn in my tuchas, where as Twin has not showed it's face on the other side of the table from me since Phoenix. I am always shocked when people suggest it because it is just so non-existant for me.
Unfortunately I began playing again during Scars. Before that I quit before the first Mirrodin, but sold my collection. So I don't have any shocks or fetches.
I'll check out some of the suggestions here and find a deck that suits me =) Thanks!

Oh, my mistake. For some reason I thought there was marsh flats and godless shrines in there, but of course there's no black in the deck.

I have around 200$ that I want to build a modern deck with. What are my options?
I already have a semi-complete Burn deck, so don't suggest that. Also, I don't really like control, but those decks tend to be expensive anyway.
So, what would you suggest? I'd like the deck to be as competitive as possible.
