I have a modern tournament upcoming in just over a month and I was going to take karn Tron to it. I wanted to get a friend to go also but he doesn't have a modern deck so I figured I would try to help him make one. I wanted to make something that was cheap but competitive for him. I have every single fetch so that should not be an issue but no goyfs or bobs. I have most of Storm, an infect deck, and was considering trying to get him to make Living end. Any suggestions that people have for a deck that is cheap and fun, I figured storm might be boring for him, for a first time modern participant would be awesome. Please include what you like about it is possible so I can tell him, I have only really played karn tron in modern so I can’t speak as much on the other decks.
If he's new to Modern, I wouldn't suggest playing something like Storm or Living End without being familiar with the format. Both require tight plays and knowing when to go off.
Should play something more straightfoward like fish or mono red.

"Cheap decks" that are "easy to use" in modern, and is competitive imo are (not in order of anything):
Goyf-less Zoo - most expensive card Geist if you run a blue version. Does reasonably well imo.
RDW - any variant of burn
UR Delver - burn heavy version
Affinity
Infect - with a little practice and tricks
I would stay away from Combo as those decks usually requires a lot of familiarity with your own deck as well as the opponent's deck.
Living End - if you have all the fetch's, this deck is mere pennies. It doesn't involve a lot of interaction, and if you're new to the deck, just don't attempt to go-off until you have several Cascade cards in hand, or when they tap out, etc. It's fun, it's cheap, and I've had a few friends pick it up quite fast once they knew what was going on. People love clearing the board and then swinging for +20!
Affinity - one of the best decks, and honestly quite cheap when it comes to Magic. It will always be good, it will always be fast. I think you can build the deck under $300, which is really saying something because of how well it does.
Martyr-Proc - White-lifegain-control deck. Fairly cheap besides the Elspeth, Knight-Errant. Everything else for it isn't outrageously priced. It's a solid deck that can control board-states really well. It can go two routes: aggro-out with the t1 Serra Ascendant into a t2 Martyr of Sands, or play the control route the early-midgame (Path to Exile, Oblivion Ring, Ghostly Prison, Wrath of God). When games drag on, this deck becomes insane because the Emeria, the Sky Ruin goes on-line and continuous life-gain and continuous beats happens.

Boros/RDW - Either one is cheap, fairly simple strategy (turn your dudes sideways, burn the face and remove anything in the way). It's fairly competitive too, and Boros opens up a lot of options (Isochron Scepter list, Landfall list, Ranger of Eos list). The deck is pretty resilient because of the recurring Chandra's Phoenix as well. Who doesn't love a top-decked Lightning Helix for the win?
