Here is the problem .... a 3 mana creature *(with flash) and a 4 mana enchantment win the game on the spot in modern (splinter twin / pestermite or Exarch). This bounces a few cards, and still suffers from the same vulnerabilities that twin combo suffers from.
Not saying constable is unplayable, but this iteration of it with a 4 mana enchantment at sorcery speed IS not ever going to be modern competitive if for no reason other than it being strictly inferior to splinter twin combo.

in old extended many moons ago, I seen bant lists that would run this guy. Turn 1 noble , turn two constable is cool. Add in mutigentic growth and go to town.
Why would you play a 4 mana aura when you could use the white "buff" plainswalkers like little ajani and elspeth? or an equipment like sword of body and mind or war and peace that give it pro white(resto) green(goyf) or blue(snapcaster)?
Edit: also even with protection your idea is kinda weak to all the good 1 mana removal like dismemeber, bolt and path. so bouncing their land isn't quite as fun when that 1 land can still kill your guy.

Because those cards don't create full unblockables and cost an arm and a leg.
The thing about this card is your opponent not only has to tap out for you to win (because they'll likely have an answer if they have mana up), but that it doesn't even win the game if you do attack. If you go turn 1 Noble, turn 2 this, turn 3 Tricks of the Trade, you're bouncing 4 things.
Yeah, it's good tempo, but the thing is, the card doesn't work without making it unblockable and pumping it. And if you're playing against a deck with a decent amount of removal, it's just going to fold when they hit this guy. You can't really do much about that either, since you want to tap out for this as soon as possible. You can find alternatives that don't cost as much to pump it, but it's still unreliable because of how easy it dies. Assuming your opponent has some permanents, they can probably manage to kill it the next turn, even if you bounce their permanents. Red and white can both kill this with one mana, so its not particularly safe.
This is the same reason why decks like Puresteel Paladin Storm don't work. Even if you manage to find the cards, the deck just folds to removal. And unlike those decks, this deck doesn't actually win once this happens, it just gets to a good position. Since this is the win condition, if it dies, they have time to do things while you go looking for another one and try to resolve it.
Cephalid Constable, looks really solid, I feel it's a card people are sleeping on, it really has the potential to just wreck town.
I'm thinking something like Cephalid Constable and our new friend Tricks of the Trade could be pretty deadly together. We could protect Cephalid Constable with Apostle's Blessing and counters like Mana Leak.

for the purposes of modern, flying is close to unblockable. only resto and a small number of affinity dudes can really block flyers.
Also, I didn't see any budget tag on this thread, so I assumed we were not speaking about a budget. Sorry.
