Vedalken Shackles should also be played more, though not many decks support quite enough islands for it.
hardly underrated, but since abrupt decay became a thing, this card's play has plummeted. but with jund dropping in numbers, i can definitely see giving this a try.

I don't think it's been mentioned here, but a card I've been using with great success is Faith's Shield. It's a sideboard card, but one that I always take if I'm running white.
i like mask of riddles. not the best thing to make someone unblockable, but it works for drawing cards.
i have also tried sakura tribe elder, rampant growth, cultivate, explore. these all worked well until BBE got banned
but i have now fixed the problem with OTHER cascade cards, such as bituminous blast and kathari regiment ardent plea seems underrated. it worked for a bant exlated deck very well(too well)! he was able to cascade into detain stuff/ draw engines. the worst part was when he'd win a gamble; he would flash in the plea, then get remand. this got me annoyed so i started playing Naya agggro. the ramp got me a retaliator griffin and wolly thorcar. that said, the card i see played least(at least at my LGS) and that got me tons of mana was amulet of vigor.
that ramped me a t2 cultivate, and got me 5 mana on t3, and won me games t5 with a huge beastick. it usually won with sacellum godspeaker in which i would score 4+ mana from him. it was a casual deck till i tried it out(was budget), it didn't do too bad usually lost to fliers and it lacked vigilance and defensive cards . control did have some problems though.
i wonder why i was thinking storm crow when i read the thread, maybe just because it has a cool name(or at least, i like it) mayael's aria was a seriously underrated card IMO. it would pump all my 5/5's and on t4, i would gain 10 life thanks to colossal might. better yet, on t5, i would cast 2 spells that pump the creature to win the game that happened twice though.
How about Faerie Macabre? This card, unlike all other graveyard hosers, doesn't get nerfed by a removal or bounce spell and is uncounterable (OK, Squelch deals with it, but c'mon) If I have room for a couple in my SB i'd use it as a surprise hate card for Eggs and a role player in any snapcaster mage match up (UWR, Eternal Command)
Faerie is a staple on my sideboards. Surely, it removes just two cards (so it's not that good nerfing Goyfs for example), but a lot of times I just tap out to let my opponent think I can't do nothing and try to go off using his GY and then... BOOM!
It also transforms Silence into "Pay W, discard a card".
While we're talking about surprising GY hate, Ravenous Trap is another card I think should perhaps see a bit more play. While not uncounterable, exiling the whole graveyard is pretty decent-good.

Too bad deathrite shaman outclasses suffer the past because it fits in decks without snapcaster and electrolyze just plain caught on.
Now the cards that I think are underrated are glittering wish and the synergy of sun titan and phantasmal image. In solar flare or whatever, it's a mini loop that can take advantage of people leaning on geist of st traft, thrun or whatever. Also can be used if you are "esper dredging" and can bring back bullets like baby jace, needle/revoker or even something more obvious like deathrite shaman.

but seriously, i like amulet of vigor because it helps you ramp up with karoo lands(which i tried) and work for even non budget decks too. not losing 2 life to that shockland in dire situations can help a lot, especially on 2> life where you have that game winning/ life saving thragtusk in hand with 4 mana and only shocklands to play in hand.
for planeswalkers, i have never seen Tibalt in action in tournaments, but he seems good for zombie decks with gravecrawler, bloodghast ect. i do like the fact that he gives potential card advantage(because if you discard something useful that's only used in the hand, you're toast). he also plays well in storm decks that run past in flames to flashback all the storm spells, that was, until seething song got banned... it works, just not as well.
I'm just going to go ahead and say Ajani Vengeant now, as he will surely not be underrated anymore soon.
And while we're on Planeswalkers, Garruk Wildspeaker has always seemed reasonable to me.

Chandra, the Firebrand does some decent work. Kills X/1's (Confidant, Snapcaster, Hierarch, Thalia) and her twincast is as good as the spells you play.

Yeah, I was pretty happy to have picked up Ajanis as well. I've had my eye on him for a couple months, trying to get him in trades, and I finally broke down and bought a couple online as well. Looks like it was just in time!
And Chandra is interesting, too. Not the most strikingly powerful planeswalker to be sure, but possibly solid in the right build. You'd want to be running a lot of instants and sorceries, but you also want to protect her... maybe a RWB planeswalker/tokens deck? Using her -2 to copy Lingering Souls would be kind of funny. And that color combination would give you access to a pretty spicy complement of planeswalkers in Gideon Jura, Ajani Vengeant, Elspeth, Knight-Errant, Liliana of the Veil, and Sorin, Lord of Innistrad.

Ive always liked Telling Time, its like a 2 mana Thirst for Knowledge, but somewhat better. Ensnaring Bridge is pretty underrated. This card's existence enables a whole class of control strategies to be played.
Another card that I think is overlooked is Void Slime. In a bant deck its pretty versatile, it hoses storm and such.

I'd say all of those cards should see substantially more play than they already do. Darkblast is great dredging souls/charging goyf. Lavamancer and VV are both huge value cards. Faithless looting is the best filtering in the format and vengence is a card that sees play in legacy combo.

The thing I love about Proteus Staff is that in a creature less token deck it basically reads "2Ut, Sacrifice a Token: Stack your deck."
You may even just throw in a single copy of Emrakul(or any big creature) to get him out and stack your deck.there are also cards out there that can have you place him at the very bottom of your deck.

Runed Halo. It's an awesome sideboard card that can even be valuable in the maindeck. It can single-handedly hose an army of spirit tokens, shuts off grim lavamancers, goyfs, or Delvers, and also has the benefit of shutting off Valakut, the Molten Pinnacle (Scapeshift), Deceiver Exarch/Pestermite (Splinter Twin), Griselbrand (glass cannon reanimator), Slippery Bogle (hexproof enchants), or a host of other random cards that can be problematic, especially for white decks.
Runed Halo seems much better to me after your analysis. One thing to point out however, is that "Spirit" is not a card name so you can't name it to shut off a token deck.

And I agree about Glittering Wish. Yeah, it's kind of slow, but you can't just turn your nose up at having 4x any situational card you might need (provided that card is multicolored, of course). I just bought a playset on MTGO, and I'm toodling around with a slightly controlling Bant-splash-rb deck with some combination of the following in the wishboard: Supreme Verdict, Meddling Mage, Sigarda, Host of Herons, Vexing Shusher, Ajani Vengeant, Fracturing Gust, Slaughter Games, Detention Sphere, Maelstrom Pulse, Abrupt Decay, Loxodon Smiter, Crime / Punishment, Selesnya Charm (for exiling problem fatties like Wurmcoil Engine), Firespout, Burning-Tree Shaman (against Eggs and Kiki pod), Everlasting Torment/Rain of Gore (Martyr is actually a deck now), and possibly even Vraska, the Unseen. The cards I'm most excited about out of the wishboard are Supreme Verdict, Meddling Mage, Crime / Punishment (no more Bogle troubles!), and Burning-Tree Shaman. The uncounterable clause on Supreme Verdict and some of the other targets really makes wishing for them more of a realistic play.
