There were two versions of Dragonstorm in Standard; one of them was the UR one during RAV-TSP that Mihara won 2006 Worlds with, and the mono-red version during TSP-LOR that Chapin is associated with.
I tried to make the Chapin version work when Blast of Genius came out (subbing Dragonstorm + Hellkite for Blast + Emrakul), but didn't get anywhere. It's quite a slow deck, with 4 ETB tapped lands. However, I must admit I never considered Guttersnipe. It might work; Snipe + 1 Bolt + 1 other instant/sorcery is 7, enough to activate Knoll.
Dragonstorm needs more ramp, not better dragons, there are good enough dragons it can deal 17 with only 2 and 21-24 with 3, so that isn't the issue.
For regular storm has anyone considered Strionic Resonator? It makes it so you only need half the usual storm count. I still haven't played modern storm yet though, so I don't know if all in on one turn is the right way to play it.
Pyromancer's Swathtriples your storm count for 1 less mana. A fourth Grapeshot also doubles your storm count for 2 mana instead of 4.
There are still a few advantages, admittedly minor and/or inconsequential, to playing Resonator. For one, you can drop it on turn 2 or turn 3 the turn prior to going off. That would save you 1 mana on the following turn from casting a Swath. The second advantage is that Resonator works with Empty the Warrens, which might (emphasis on "might") be a preferred kill mechanism with Young Pyromancer now in the mix. That all said, it's still probably worse, but those are qualities to consider in the evaluation.
You don't need Resonator as a T3 play. Between Mancer, PA, Peer and Ravings, you have enough ways to sculpt your board or hand on turn 2-3.
Resonator ranks very low on the cards you'd want to play in Storm. Past > Swath > Resonator, and there aren't even enough slots to accomodate one Swath. It stands to reason that Resonator has no hope of seeing play.
First Dragonstorm resolves, puts one Scourge into play -> 1 damage.
Second Dragonstorm resolves, puts one Scoruge into play, 2 triggers. 4 damage.
Third Dragonstorm resolves, puts one Scourge into play, 3 triggers. 9 damage.
14 damage total. The Dragonstorms don't resolve simutaenously.

Not sure if this was mentioned, but what do all of you think of Encroaching Wastes? I am not sure if it is better or worse than Tectonic Edge. My sense is it is worse, just because you can only really use it after turn 5, unless you have ramp.

think of it this way. the deck that makes the most mana is tron. they make seven mana turn 3. but thats land drops. so earliest, turn 4. Tec edge does the same, there abouts.
The only advantage this guy has over edge is the fact that it can hit aggro or combo lands if they dont get to 4. But if your tapping out for ld turn 4 against those guys good luck.
Or do you think this idea is too "cute" for this format?
I think Xathrid Necromancer is a powerful card, and there are lots of other powerful cards in the format that are humans (bob, snapcaster, Knight of the Reliquary, Auriok Champion, Blade Splicer, delver, etc). I don't think human tribal with lords and stuff is the way to go, though. Champion of the Parish encourages overextending and Mayor of Avabruck just isn't strong enough for the format. However, there could be something to the shell of Xathrid Necromancer, Dark Confidant, Cartel Aristocrat, and Doomed Traveler, (possibly with Gather the Townsfolk).
I'm also intrigued that Saffi Eriksdotter is a human that can die and come back infinite times (thus creating infinite tokens) with Crypt Champion. Seems like there could be something there, but if it isn't stronger than the Melira combo, it would probably just be a worse Melira pod deck.

Swath is counterinteractive with the whole PA / PiF staying power the deck has, though.
And Strionic Resonator can be played on T3 after an Electromancer, before you hope to go off.
I doubt it'll be very good, though.

Perhaps a human deck that abuses his ability along side with a playset of cartel aristocrat and/or falken aristocrat in combination with dark confidant,champion of the parish, doomed traveler, Gather the townsfolk and possibly burning-tree emissary and mayor of avabruck?

Avacyn's Pilgrim is a Human mana dork.
Jarad's Orders gives you 2/3 of the combo.
