Soul Sisters is competetive and costs around $50 if I'm not mistaken.
I personally love the deck.
There's also goblins, but I don't think it's very good.

If MTG is a part of your life, the formats are like relationships:
Standard/Block = The on-again, off-again holiday fling
Modern/Vintage/Legacy = Stable, homely. A ***** after absence/misreading
Limited/Sealed = Heart breaking free spirit
Commander/Cube = Agreeable, needy and expensive
Pauper/Peasant = Sweet, kind, practical, but shy and boring
Unless you want to play 1 deck your entire time in Modern though you are going to have to spend for a mana base. There is no avoiding it. I assume that's why you want mono colored now.

Burn, soul sisters, and mono-black stuff (kinda like the gate, but not really) are the only 3 I can think of off the top of my head. But honestly, you could make a decent deck for less than $300 for each color.
I would also recommend Soul Sisters/Martyr Proc. it's mono white, does pretty well in my meta and you just can't beat the price. I've played it at a few FNMs and I think it's a really fun deck to play. Primer: http://forums.mtgsalvation.com/forumdisplay.php?f=725
Tron comes out around 200 for rg. Soul sisters is about 150. Burn is also around 150. Truthfully i'd recommend going with tron. Its just the better deck and puts up pretty consistent results.
I would recommend Soul Sisters. We have a couple of folks who play it at our modern FNM and 2-1 or 3-0 very consistently. It has "nut" draws, a good late game, and few no really bad matchups.
Tron is decent as well, but you will probably need to be RG in order to hold off aggressive decks, and will be a dog in some matchups while heavily favored in others.
You can get a complete mono U tron deck for under 150 easy.
Great deck. It has been doing great lately and is quite fun due to all the bombs it can drop.

Just priced Soul Sisters on tcgplayer.com and its $168 total. Having played both R/G Tron and Soul Sisters I prefer Soul Sisters because Tron folds to hate pretty easily and is rough in an aggro heavy meta.
Merfolk runs Vendillon Clique, doesn't it? That's the 3rd most expensive card in the format, IIRC (assuming Thoughtseize is indeed in M14 and thus crashes to USD22-25 in the next four weeks)
I a lot of good suggestions here, but I would like to throw my weight behind a cheap a couple MGA decks I made for budget playing that are dirt cheap and can really take a meta by surprise. Tops out at 3 cmc and curves very nicely.

I haven't done the maths on this just yet, but I'm fairly certain Living End and Splinter Twin can be fairly cheap as long as you don't go too crazy on the mana base.
Honestly if you want to get into Modern your biggest across the board cost is probably the mana base. Shocks and filters are middle of the line in terms of cost, checks and fast lands are cheap, and fetches are spendy. You probably already knew this though.
So, the question is, are there any monoclored decks that don't have an insane price tag?

I would try Merfolk, you can get the deck for less than $300 -- including sideboard. It's fun as hell to play too
