Honestly if you want to get into Modern your biggest across the board cost is probably the mana base. Shocks and filters are middle of the line in terms of cost, checks and fast lands are cheap, and fetches are spendy. You probably already knew this though.

It'd be rather unprecedented to see the fetches reprinted before 2016. I'd imagine they'd hold off until fetches reached a ridiculous value. They seem to be fine with Goyf sitting at $130 and Confidant at $70 and unlike some fetches, they're 4 ofs in decks that play them. Even if fetches were reprinted at rare in a MM 2 within the next two years, I doubt it would stave off the price climb for very long. In fact, I guarantee that at most the price at that point (~$70-80 for blue ones?) would drop to the current prices of today and just rise back up again. You'd only lose if you bought at that time.
Currently, although the early boat has sailed (Tarn for $12 anyone?), there's not really much to lose and very much to gain

I'd probably suggest Soul Sisters, BW tokens, Mono U Tron, UW Control, and possibly Twin for your budget. Burn is getting a little bit out of hand with prices (4 Mesas, 4 Scalding Tarn, 4 Deathrite = $400).
I'll pull some numbers out of my butt and guess that Soul Sisters is probably $100, BW Tokens possibly $300 with the set of Flats, Mono U Tron at $150, UW Control at $300, and Twin at $300 ish without the fetches. I think out of all the decks that run fetches in Modern, Twin can get away with not running them because
A. Two colors
B. Shivan Reef is a decent budget land that causes generally irrelevant life loss (GL vs. Burn though) and UR has the set of INN lands, shocks, and bluffs.
Ultimately, Tron and Twin are probably your best bet for competitive play and Twin has distinct upgrade paths if you wanna try it out (there's UWR, Grixis, Cryptic and/or Remand versions and the option of getting fetches). UW Control is also a decent contender and looks pretty darn fun. Hope this helped.
Mono Green Infect puts up a pretty good fight and can be put together for dirt cheap. Souls Sisters is probably the most popular budget choice, and it looks like it might get some new toys with M14. There's some stuff to give a try at least. It's a lot of fun to play too.

In fact, many dual-color decks are below $300.
My plan is going along the UWR path of cards. It's cheaper than the BGx cards, and there's a lot of decks you can mash together.
