Mono decks are cheap because you don't have to get several playsets of lands that cost 20-50 dollars a piece. Though what you call "cheap" also varies. Are there any decks for under 15 dollars? No. Are there decks under 200? Yes.

i test that list in the above post on magic online. It gets destroyed. I even put in cards like inquiz, phyrexian arena, and black sun zenith and it didn't really help. Its way to slow imo.

What have you been playing against? Because I've been playing that list (more or less as is) and doing very well with it. Lightning aggro like affinity runs me over, but I do just fine against everything else, especially control.
I haven't tried phyrexian arena or black sun's zenith, but they seem a little slow/expensive to me. Between raven's crime and smallpox I'm throwing away lands like crazy, so I'm often operating on just 2 swamps.

You can build a living end mana base without fetches. With cheerios, mox opals are like 40 now. So at that point I would just go ahead and get affinity.

I know its not budget cheap, but I want to invest a monoUtron's worth of $$ into making my Bobs worth having been bought, not the rest of junds's worth.
I used the mono green infect deck as a shell for getting into modern online. I have playsets of fetches, shocks, and many of the staples in cardboard form, but haven't been able to play much, as I'm newly married and 25 mins from my LGS. So, I decided to give online a go, and wanted to start cheap. I spent under $25 to build the deck.
Out of the 10 or so matches I played, the deck did well, but I was amazed at how rude some of the players were. A red storm deck continued to storm until he had around 80 goblins on the board in game 2 - I asked him what the purpose of swinging for 80, as opposed to swinging with 30, or even 20 - and how it was fun - as I was tapped out and had 1 blocker open. His response was to shut up, as my infect was just as pointless as his. Another player flat out quit as soon as he saw I was playing infect - when asked why, he said I was stupid for playing a net deck - I responded by saying I had used infect as a shell, but had modified it - he said it's all the same, a stupid deck that no one wants to play against.
I will admit that the deck can combo and kill pretty fast, but I was under the impression that a lot of modern was like that. The deck was fun, but I almost feel the player base that I have experienced (albeit very limited at this point) has been quite a turnoff - to the point that I'm not sure I would want to invest much more online. Sorry for the rant - but just wanted other to be aware when making this budget deck
I have a snap and a cavern. also underground sea is legacy.
Meant Underground River. Its actually not a terrible deck, I've played Wizards, and even better that you have Snaps and Caverns. Add some Remands if you have them too, and the deck is actually fairly consistent.

3 Reliquary Tower
48 other basic lands
You need 4 of each "main" card. Trust me.
Its actually a fairly fun deck to play.
Also Run Mutavaults, Blinkmoths, and Faerie Conclaves.
EDIT: though the colorless manlands do pull the deck out of "hyper budget" range.

That Illness in the Ranks list is hilarious. Doesn't Hunted Phantasm seem better than Hunted Troll, though? If you swap out green for blue, you could even run Tolaria West over Sylvan Scrying to make room for more spells and give you access to sideboard cards like Engineered Explosives. And blue gives you access to card draw/filtering which seems pretty important for this sort of deck (Serum Visions seems better and more consistent than Diabolic Tutor). Timely Reinforcements seems a little awkward in the deck because of Illness in the Ranks, and Twilight Drover is quite slow and fragile, so perhaps those could be swapped out for some combination of Ghostly Prison, Detention Sphere, Echoing Truth (bonus: it rebuys your pontiffs and phantasms), Soul Warden/Soul's Attendant, and/or Jace, Architect of Thought? (Jace takes it slightly out of super budget range, but some people might already have some from Standard).
I could even see adding a Gifts Ungiven/Unburial Rites/Elesh Norn package to the deck, though that takes it slightly out of budget range.

I really like the Shadowborn Apostle list. With a couple Griselbrand or a Pestilence Demon (with Bloodbond March!) it could get really absurd haha.
